The session witnessed the Minister of Education, Dr. Ahmed Abdullah Belhoul Al Falasi, apologizing for answering five parliamentary questions posed by members of the Council, as he asked to postpone answering them to the next Council session, while the Council was briefed on 47 federal decrees issued by His Highness the President of the State, during Parliamentary recess period, for your information.
Before proceeding with the discussion of a draft federal law on sports, the Council reviewed the summary of the report prepared by the Committee for Education, Culture, Youth, Sports and Information Affairs, regarding the draft law, which indicated that the President of the Council referred, on 08/22/2022, the draft law to the Committee, in order to study it and prepare A report on it to be presented to the Council, and the Committee held 13 meetings for this purpose.
The Council introduced four definitions, which are “registered sports entities”: any sports entity that a decision is issued by the Authority to be publicized, in accordance with Article (36) of this law, such as federations, associations and sports clubs.
And “sports institutions”: any commercial sports entity licensed by the competent authorities, to carry out activities and provide sports services, such as centers, private clubs and academies.
And “National Sports Organizations”: A non-governmental sports organization with an independent legal personality, according to the decision to be declared, non-profit, and of indefinite duration, and practicing its work in accordance with national and international charters, laws, and regulations.
The “National Anti-Doping Agency”: a national, non-governmental sports organization concerned with setting the necessary policies and procedures for doping control and prevention in sports competitions, and it operates in accordance with the International Anti-Doping Code and its statute.
According to the draft law, the authority will establish specialized sports centers in the school environment, to embrace distinguished students in sports, taking into account the school timetables for sports training sessions, in coordination with the federal and local government agencies concerned with education.
According to the draft law, all agencies in the government and private sectors guarantee the right of persons with disabilities of all categories, of both sexes, to practice physical and sports activities in the school and vocational sectors, and sports clubs, and to form national teams to participate in various sporting events.

The article on “establishing sports companies” also stipulates that: “Taking into account the legislation in force in the country, sports clubs and federations and the private sector may, after prior approval from the competent authorities, establish sports companies to manage one or more sports activities on their own or in partnership with natural or legal persons. These companies acquire membership in sports federations or associations, in accordance with the requirements set by sports federations and associations in their statutes, and the executive regulations of this law determine the controls for establishing sports companies and their statutes.

The Council also approved a draft federal law regarding the organization of the General Sports Authority, which stipulates that in the event of the dissolution of a federation, association, or center affiliated with the authority, all its assets, properties, and investments will revert to the authority, and the human, financial, contractual, accounting, and procurement legislation applicable in the federal government shall apply to the authority. .
A decision of the Council of Ministers shall determine the fees for the services provided by the Authority in implementation of the provisions of this law, and taking into account the powers vested in the Council of Ministers, the President shall issue the necessary decisions for the implementation of this law.
