In the explanatory note to the draft, the parliamentarian noted that today in Russia the provision of services in the real estate transactions market is a widely demanded area of ​​business activity.

At the same time, as he clarified, the absence of special legal norms in the field of real estate activities leads to serious risks for consumers of services related to the lack of professionalism of individual agents, as well as the lack of effective control and responsibility measures.

In this regard, the parliamentarian proposes to separate the legal regulation of this activity into a separate law, in accordance with which a unified state register of real estate agents will be created, a state authority authorized to regulate real estate activities will be identified, a system of compulsory insurance of real estate transactions will be introduced and etc.

“I am sending you a draft federal law “On intermediary (agency) activities in the real estate transaction market” for giving the opinion of the government of the Russian Federation,” the text of the appeal addressed to Mishustin says.

Earlier, Vice President of the Guild of Realtors Oleg Samoilov warned about the risks of buying real estate by proxy.
