In order for a case to hold a referendum to be raised as a people's initiative, it is required that at least ten percent of Piteå's eligible voters - a total of 33,405 municipal residents - sign the initiative during the six-month period preceding the submission.

The municipal management administration has reviewed the submitted lists and notes that these contain 1,684 signatures.

The people's initiative opposes the route through the center that the Swedish Transport Administration decided on in 2010. Instead, they want a travel center to be located in Lomtjärn, which is an area located between central Piteå and Öjebyn.
