Regarding the relevant requirements of the "Opinions on In-depth Fighting the Battle of Pollution Prevention and Control", the Ministry of Ecology and Environment, together with 14 departments including the National Development and Reform Commission, jointly issued the "Deeply Fighting the Elimination of Heavy Pollution Weather, Ozone Pollution Prevention and Control, and Diesel Truck Pollution" The Action Plan for the Battle of Governance, deploying three landmark campaigns to defend the blue sky, and promote the continuous improvement of air quality across the country.

  The "Action Plan" includes 1 overall document and 3 action plans for tackling tough battles. The overall document clarifies the overall requirements, key tasks and safeguard measures for launching tough battles; the 3 tough battle action plans address the goals, ideas and specific tasks of the three major battles measures are deployed.

  The "Action Plan for Eliminating Heavy Pollution Weather" focuses on fine particulate matter (PM2.5) pollution, focusing on autumn and winter (October-March of the following year), focusing on the Beijing-Tianjin-Hebei and surrounding areas, the Fenwei Plain and the Northeast, The urban agglomeration on the northern slope of the Tianshan Mountains is a key area. According to the different pollution characteristics of the region, it focuses on the main contradictions and key issues, and proposes targeted measures to tackle key problems. At the same time, it strengthens the regional cooperation mechanism to accurately and effectively deal with heavy pollution weather.

By 2025, basically eliminate severe and above pollution days, control the proportion of days with severe and above pollution within 1% of the country, and completely eliminate heavy pollution weather in more than 70% of prefecture-level and above cities; Beijing-Tianjin-Hebei and surrounding areas, Fenwei Plain , Northeast China, and the urban agglomeration on the north slope of the Tianshan Mountains will reduce the number of days with severe or above pollution caused by human factors by more than 30%.

  The "Action Plan for Ozone Pollution Prevention and Control" sets the Beijing-Tianjin-Hebei region and surrounding areas, the Yangtze River Delta region, and the Fenwei Plain as the key areas for national ozone pollution prevention and control, and takes May-September as the key period to increase volatile organic compounds (VOCs) and nitrogen oxide emission reduction efforts, and carried out five key actions, including the source substitution action of raw and auxiliary materials containing VOCs, the action of VOCs pollution control compliance, the action of nitrogen oxide pollution control improvement, the action of building a precise ozone prevention and control system, and the improvement of pollution source supervision capabilities action.

By 2025, the growth trend of ozone concentration will be effectively curbed, the ratio of days with good air quality across the country will reach 87.5%, and the total emissions of VOCs and nitrogen oxides will be reduced by more than 10% compared with 2020.

  The "Action Plan for Diesel Truck Pollution Control" focuses on the Beijing-Tianjin-Hebei region and its surrounding areas, the Yangtze River Delta region, related provinces (cities) in the Fenwei Plain, and the central and western cities of the Inner Mongolia Autonomous Region. Actions include the promotion of the "road-to-rail" and "road-to-water" actions, actions to clean diesel trucks, comprehensive management of non-road mobile sources, actions to strengthen supervision of key car companies, and joint law enforcement actions for diesel trucks.

By 2025, the cleanliness and low-carbon level of the transportation structure, vehicle and ship structure will be significantly improved, and the quality of fuel oil will continue to improve. The phenomenon of excessive black smoke from motor vehicles, construction machinery, and railway diesel locomotives in key areas will basically be eliminated, and the pass rate of national diesel truck emission inspections will exceed 90% , the nitrogen oxide emissions of diesel trucks nationwide will drop by 12%, the proportion of new energy and National VI emission standard trucks will exceed 40%, and the proportion of railway freight volume will increase by 0.5 percentage points.

  Liu Youbin pointed out that the Ministry of Ecology and Environment will regularly schedule the progress of key tasks in various regions, report on the improvement of air quality, and promote the completion of relevant goals in the iconic campaign year and the end of the year as an important content of the evaluation of the effectiveness of the battle against pollution.

For areas that have not completed the target tasks, the notification of criticism and interviews for accountability shall be carried out in accordance with laws and regulations, and the relevant implementation shall be included in the central ecological and environmental protection supervision.
