　　Li Huanying was born in Beijing in 1921, graduated from Shanghai Tongji University School of Medicine in 1945, studied for a master's degree in public health at Johns Hopkins University in the United States in 1946, and became the first official of the World Health Organization in 1950.

He returned to China in 1958, worked as an attending physician at the Institute of Dermatology, Chinese Academy of Medical Sciences in 1959, and worked as a researcher at Beijing Friendship Hospital affiliated to Capital Medical University and Beijing Institute of Tropical Medicine since 1978.

Joined the Communist Party of China in December 2016.

　　Li Huanying has been engaged in clinical practice, scientific research, and teaching for more than 80 years. He was once an expert of the WHO Leprosy Working Group, a director of the International Leprosy Society, a deputy director of the Leprosy Prevention and Research Expert Advisory Group of the Ministry of Health, and a member of the Third National Health Standards Technical Committee. , Vice-chairman of the first, second and third councils of China Leprosy Prevention and Control Association, honorary vice-chairman of the fourth and fifth councils of China Leprosy Prevention and Control Association.

This program shortens the course of treatment, and the annual recurrence rate is 0.03%, which is far less than the 1% requirement of the World Health Organization. The successful treatment of leprosy has played a positive role in eliminating social discrimination.

　　In 1996, Li Huanying took the lead in carrying out the campaign to eliminate leprosy in China, and proposed the "combination model of vertical prevention and control and grass-roots prevention and control network" to promote early detection and early treatment of leprosy, and solved major strategic and technical key issues in the field of leprosy prevention and control. It provides an important basis for the Chinese government to formulate an overall plan for the control and elimination of leprosy, and makes a major contribution to the feasibility of the global goal of eliminating leprosy.

　　Li Huanying's achievements in leprosy prevention and control research have won high praise from academic circles at home and abroad.

He has won the first prize of National Science and Technology Progress Award, the first prize of Beijing Science and Technology Progress Award, and the Ho Leung Ho Lee Foundation Science and Technology Progress Award.

In September 2016, Li Huanying won the first "China Leprosy Prevention and Control Lifetime Achievement Award" at the 19th International Leprosy Conference.
