The report of the 20th National Congress of the Communist Party of China proposed to speed up the construction of a powerful network country and a digital China.

Promoting the application of electronic certificates for resident ID cards is an important measure to build a digital China and improve government service capabilities.

In recent years, in order to improve the level of convenience services, various localities and industries have vigorously promoted the application of electronic ID cards in various scenarios such as finance, education, medical care, social security, and taxation, bringing more convenient digital life to the masses.

"You must show your identity information to handle business. I didn't expect to use my mobile phone to directly 'show my certificate', which saves the trouble of carrying a physical ID card. It is very convenient!" Ms. Sun who came to the Wuchang District Government Affairs Service Center of Wuhan City, Hubei Province to handle business Surprised.

"Promoting the application of electronic certificates for resident ID cards is an important measure to build a digital China and improve government service capabilities and convenience services." Zhu Wei, deputy director of the Communication Law Research Center of China University of Political Science and Law, said that under the protection of relevant laws in our country, electronic ID cards are healthy. The development has greatly reduced the burden of the masses in handling various businesses, and truly "let the data run more and the masses run less errands".

With the continuous popularization of information technology and the rapid development of the digital economy, "carrying only one mobile phone when going out" has become a living habit of more and more people.

In recent years, various industries in various places have vigorously promoted the online authentication of ID cards, which can be realized through mobile phone authorization and other operations.

Information is encrypted layer by layer, leaving traces throughout the usage records

The sun was shining brightly and the breeze was warm. Mr. Hu and his girlfriend came to the Lixia District Civil Affairs Bureau of Jinan City, Shandong Province to register their marriage.

They "packed lightly" and took out their mobile phones to show the "electronic ID card" to the staff. After verifying their identities, they successfully completed the procedures.

In Shandong, after residents register on the "Love Shandong" APP or the WeChat public account "Shandong Micro Police" and pass the real-name and real-person credibility authentication, they will immediately generate an electronic certificate with the same content and functions as the legal identity certificate. You need to log in with your mobile phone to open it.

"'Electronic ID card' includes identity card face information, certificate documents and certificate identification codes, etc., which are mutually recognized and shared across the province. It has functions such as identity verification, file transfer, and certificate verification." Shandong Provincial Public Security Department Public Security Chen Aiguo, deputy chief of the police corps, introduced that the digitization of ID cards is essentially the establishment of an online identity authentication system. In addition to the use of "clear certificates", various government departments are handling marriage registration, business licenses, passports, Hong Kong, Macao and Taiwan travel permits and other services for the masses. When it is necessary to keep a copy of the ID card for filing, you can directly connect to the electronic license system and call the ID card file for future reference. It is no longer necessary for the public to provide the original, scanned or photocopy of the ID card.

ID card information involves citizens' personal privacy issues, how to ensure that it is safe, authentic and reliable?

"From a legal point of view, when implementing electronic ID cards, the relevant departments that store and use electronic ID cards to carry citizens' personal information need to bear the personal information protection responsibility stipulated in the Personal Information Protection Law and the data processor responsibility stipulated in the Data Security Law. Important data processors stipulated by the law should also strengthen the protection of important data in accordance with the provisions of the Data Security Law." Zhou Hui, deputy director of the Network and Information Law Research Office of the Institute of Law, Chinese Academy of Social Sciences, said.

It is understood that in order to ensure security, Shandong uses digital signatures, security algorithms, encryption and decryption operations and other technical means to encrypt personal information layer by layer to prevent data from being leaked and resold.

"Electronic ID cards are traceable, leaving traces throughout the process of production, management, storage, use, and inspection. I can check all usage records, so that the public can use them with peace of mind." Zhu Wei said.

Zhou Hui said, "We should speed up the legislation of electronic documents and supporting legislation of network data security at the national level, establish and improve relevant legal systems, and further strengthen the construction and operation of relevant infrastructure."

Efforts to solve the problems of the masses, and the electronic certificate is convenient for travel

When Tang Xianjun, a policeman from the Shenzhen Railway Station Police Station of the Shenzhen Railway Public Security Department, was patrolling near the entrance of a long-distance train at Shenzhen Station, he received a request from a passenger, Ms. Chen, for help.

It turned out that Ms. Chen was extremely anxious because she forgot to bring her ID card when she went out because she was in a hurry to catch the car.

After Tang Xianjun learned about the situation, he immediately helped her log in to the "Railway 12306" APP with her mobile phone to apply for a temporary identity certificate.

Wang Wenjun, deputy director of the Railway Public Security Bureau of the Ministry of Public Security, said that in order to facilitate the smooth travel of passengers who lost or did not bring their ID cards to buy tickets and take trains, the Ministry of Public Security has comprehensively promoted the electronic and fingertip self-service of railway passengers' temporary boarding identity certificates.

At the beginning of this year, the railway public security agency launched the "Railway Passenger Electronic Temporary Passenger Identification Card" service on the "Railway 12306" APP.

The railway public security organs in various places publicize this convenient measure to the passengers through various means.

The Xuzhou Railway Public Security Department, together with the 20 passenger stations under its jurisdiction, made a display board to introduce the operation steps for passengers to apply for the electronic temporary identification certificate.

"In the past, tens of thousands of passengers applied for temporary boarding certificates through the card making window almost every day. After the 'Railway 12306' APP launched the electronic temporary boarding ID service, the operation is simple, and passengers can do it with just a few fingers, which is very convenient. Passengers travel." said Han Zhongli, head of the public security detachment of the Xuzhou Railway Public Security Department.

At present, the "Railway Passenger Electronic Temporary Boarding Identity Certificate" service has covered all passenger stations on the national railways.

From January to August this year, a total of 8.83 million electronic temporary identification certificates were processed for passengers, and the number of certificates issued at offline windows decreased by 48.9% compared with the same period in 2021, which greatly enhanced the happiness of the people when traveling.

Strengthen the "Certificate" service and enrich the application scenarios

Mr. Li, who was on a business trip to Kunshan, Jiangsu, walked into a hotel located in the Kunshan Economic and Technological Development Zone, and when he checked in, he suddenly found that his ID card was accidentally lost.

"You only need to open the 'Lulutong' app on your mobile phone, and after a simple operation, you can get an electronic ID card and check in." Reminded by the hotel front desk staff, Mr. Li went through the check-in procedures smoothly.

Since the beginning of this year, the Kunshan Municipal Public Security Bureau has launched the mobile application function of "checking in hotels with electronic ID cards" based on the actual needs of tourists from other places, so as to realize the "handhold management" of accommodation registration.

Up to now, this convenience measure has covered 960 hotels and 300 homestays in the city, allowing travelers to easily realize "non-sensing registration".

"No longer have to worry about being turned away without an ID card." Mr. Li said.

Nowadays, in addition to "certificate" accommodation, in various business scenarios such as finance, education, medical care, social security, taxation, etc., electronic ID cards can be presented for online verification by staff, realizing convenient operations.

Xu Zhengquan, Section Chief of the Population Management Detachment of the Public Security Corps of the Jiangsu Provincial Public Security Department, introduced that since this year, Jiangsu has actively explored diversified application scenarios and accelerated the promotion of the social application of electronic ID cards.

At present, the electronic ID card-related business includes 4,067 items in 10 government service areas, covering hotels, homestays, express delivery outlets, Internet cafes and other places, and more than 1/3 of the certification materials have been reduced.

"The resident ID card is the most frequently used document by citizens. In order to make people's lives and business operations more convenient, we will further innovate and promote the reform of the 'electronic ID card' application system, break through the difficulties in authentication, break through the blocking points in handling affairs, and comprehensively integrate and replace Copy, self-service identification and other functions, and strive to realize the "full-scenario application" of resident electronic ID cards in more fields." Xu Zhengquan introduced.

Up to now, Jiangsu has provided identity authentication and "clear code" and "certificate" services for 449 government service application systems, providing a total of 143 million person-times of "clear code" services and 202 million person-times of "clear certificate" services, real-name and real-person services 298 million person-times, with an average daily service volume of 680,000 person-times.

In February of this year, the General Office of the State Council issued the "Opinions on Accelerating the Expansion of Application Fields and National Mutual Recognition of Electronic Certificates", which clearly pointed out that by 2025, the application system and rules of electronic certificates will be more complete and the application fields will be more extensive.

With the accelerated promotion of technology, the continuous improvement of supporting facilities, and the deepening and diversification of application scenarios, the level of cross-platform interconnection of electronic ID cards across the country is expected to continue to increase, which will better benefit people's livelihood and allow citizens to fully enjoy a more convenient digital life.
