Ethiopian government and Tigrayan forces agree on 'humanitarian access for all'

After five days of discussions, the Ethiopian government and Tigrayan forces signed on Saturday November 12 to a joint declaration on the implementation of the cessation of hostilities agreement signed on November 2 in Pretoria.

Meeting in Nairobi, the two parties undertake in particular to allow the return of humanitarian aid for all those who need it, in Tigray and also in the neighboring regions of Afar and Amhara.

The announcement follows discussions

in the Kenyan capital Nairobi

on the implementation of

the peace accord signed on November 2 in the South African capital, Pretoria

.

This includes the disarmament of rebel forces, the restoration of federal authority in Tigray and the delivery of aid.

The agreement signed on Saturday by Marshal Berhanu Jula, Chief of Staff of the Ethiopian Armed Forces (ENDF), and General Tadesse Worede, Commander-in-Chief of the Tigray rebel forces, provides " 

humanitarian access to all those in the need in Tigray and neighboring regions

 ".

The signed document also provides “ 

security guarantees for humanitarian workers

 ”.

And this, according to the African Union mediator Olusegun Obasanjo, with “

immediate effect

 ”:

Humanitarian access will be unhindered immediately.

We have the assurance that the humanitarian aid is indeed there.

A part can be sent immediately by air, but the greater part will be sent by road.

There will be checks at the boarding points and then at the equipment unloading points.

The security required by humanitarian agencies and workers will also be guaranteed, the declaration contains all the necessary provisions so that the delivery of humanitarian aid can begin with immediate effect.
