“If someone evades paying, the amount is squandered on the rest of the neighbors,” the lawyer said.

Earlier, the Moscow 24 website, citing the Deputy Mayor of Moscow for Public Utilities and Improvement Petr Biryukov, warned that scammers acting under the guise of public utility employees could become more active on long weekends.
