Earlier, The New York Times wrote that the Kyiv authorities began planning the evacuation of about 3 million people in the event of a complete blackout.

“Everything is under control in the capital, and so far there is no reason to talk about an emergency situation ... There are no reasons to talk about evacuation yet,” RIA Novosti quoted Tkachuk as saying.

However, he added, the authorities are working on various contingency plans to avoid chaos.
