On October 5, the embassy received a note from the Ministry of Foreign Affairs of Afghanistan on the adjustment of policies on entry, exit and residence of foreigners in Afghanistan. The main contents are as follows:

  In view of the fact that Algeria has partially opened its borders and the number of international flights has continued to increase, foreigners who have been stranded in Algeria due to force majeure with the permission of the Algerian government during the epidemic prevention and control period can now complete the procedures for staying or leaving Algeria according to the following conditions and methods:

  1. For foreigners who are currently in Afghanistan and hold a foreigner's residence permit or temporary residence permit, and the above-mentioned certificates have expired during the period of the epidemic and the border closure in Afghanistan, if they want to continue to stay in Afghanistan, they must report to the Afghan police department in accordance with the current laws and regulations. Submit a document renewal request.

  2. For foreigners who are currently outside Afghanistan and hold a foreigner residence permit, and the above-mentioned documents have expired during the epidemic and the border closure in Afghanistan, if they wish to return to Afghanistan, they can apply for a visa at the Afghan embassy or consulate abroad. Laws and regulations apply for a residence permit.

  3. For foreigners who do not hold a residence permit, but enjoy the policy of automatic extension of visa documents during the epidemic and border closures, they must leave Afghanistan within 30 days from September 15, 2022.

Such persons can apply for an additional stay period of up to 30 days, and need to submit the extension application proof materials to the relevant departments of the province where they are located and pass the police verification permission.

The extension will be processed in accordance with the current visa or residence permit extension method.

  4. For those who do not hold a residence permit in Afghanistan and want to come to Afghanistan, they must hold a round-trip air ticket and visa, and if necessary, they should also provide proof of funds during their stay in Afghanistan.

  5. Repeal all measures covered by Document No. 12 of March 25, 2020 and Document No. 989 of May 21, 2020.

  After the policy takes effect, all foreigners who come to Afghanistan must abide by the current laws and regulations of Afghanistan in terms of entry, exit, movement and residence.
