Police discovered an unsanitary apartment in Rouen (Seine-Maritime) overnight from Tuesday to Wednesday.
While responding to a nighttime noise case, they were intrigued by a foul smell coming from another apartment in the building.
Two malnourished dogs
A mother, her four-year-old daughter and two homeless people occupied the premises when the police went there.

Garbage and animal droppings had been left on the ground.
Huge piles of rubbish, up to a meter high, had been left in the apartment.
Two malnourished dogs and a hedgehog in a plastic crate also lived on site.
The child was placed in foster care.
The mother was hospitalized and could be prosecuted for “evasion of parental obligations” and “malnutrition of animals and unauthorized possession of a protected animal”.
The homeless were asked by the police to leave the premises.
