The new Special Representative of the Secretary General of the United Nations for Libya, the Senegalese Abdulaye Bathily, officially took office on September 29, according to a UN press release.

He inaugurated his mission by visiting the Libyan delegation in New York.

Tripoli was reluctant to be appointed before welcoming the first African envoy on this file.

Bathily also began a series of meetings with senior UN officials and representatives of member states involved in Libya.

He is now expected in Tripoli;

like its predecessors, its mission promises to be difficult and very sensitive.

The arrival of special envoy Abdulaye Bathily in Tripoli promises to be complicated and delicate.

His post remained vacant for more than eighteen months after the resignation of Jan Kobis, for lack of agreement in the Security Council on a new candidate.

In the meantime, the situation in Libya has deteriorated at all levels, security and political.

The political process, initiated in 2020 in Berlin, already seems far away and there is no longer a roadmap.

The elections scheduled for December 2021 did not take place.

Lost hope

In their place, two governments have taken over, accentuating the divisions.

As for clashes between militias, they are more and more frequent, and it is the civilians who are still paying the heaviest price.

Since the failure of the organization of the general elections last December, the situation has experienced a return to square one and the Libyans have lost hope.

To start over

Abdulaye Bathily, this eminent diplomat, must therefore start all over again.

The parties in power are each sticking to their position and the situation is stagnating.

To mark its difference with its predecessor, Manul announced that Bathily will now work from Tripoli.
