  The Russian Federation Council (the upper house of parliament) and the Russian State Duma (the lower house of parliament) held meetings on the 4th and 3rd respectively, to consider and approve the admission of Donetsk, Luhansk, Zaporozhye and Kherson to Russia Commonwealth treaties and draft constitutions.

  On September 30, Putin signed a treaty with representatives of the Donetsk, Luhansk, Zaporozhye and Kherson regions in Moscow, allowing the four regions to join the Russian Federation as federal subjects.

  According to the website of the Ukrainian President's Office on the 4th, Ukrainian President Volodymyr Zelensky signed a decree on the same day not to recognize the independence of Crimea and Donetsk, Luhansk, Zaporozhye and Kherson.

He emphasized that within the borders recognized by the international community, Uzbekistan's territory is indivisible and inviolable, and Uzbekistan's national sovereignty covers its entire territory.

Zelensky signed a presidential decree on the same day, approving the implementation of the resolution made by the Ukrainian National Security and Defense Council on September 30, including not negotiating with Russian President Vladimir Putin and approving Ukraine's application for accelerated NATO membership.
