The Russian leader spoke about this at a meeting with laureates and finalists of the all-Russian competition "Teacher of the Year".

Putin stressed that the department had listed the categories of citizens who were entitled to a deferment from partial mobilization, but did not document this in any way. 

“Therefore, the draft decree presented by the Ministry of Defense and the government came out in such a form that it did not initially take into account the position of the Ministry of Defense itself, and it is necessary to make appropriate adjustments to this document,” RIA Novosti quoted the Russian president as saying.

Earlier, Russian Defense Minister Sergei Shoigu instructed the General Staff of the Armed Forces to give the military registration and enlistment offices comprehensive explanations on granting deferrals from partial mobilization.

Shoigu also instructed to exclude violations of the rights of citizens during partial mobilization.
