At a meeting in Sevastopol, Patrushev said that all attempts at a negotiation process had been thwarted "by order of the American patrons of the Kyiv regime."

Patrushev also spoke about the different approaches of the West and Russia to the situation in Ukraine.

On September 30, Russian President Vladimir Putin called on the Ukrainian authorities to "immediately cease fire, all hostilities" and return to the negotiating table.

In turn, Ukrainian President Volodymyr Zelensky said that Kyiv was "ready for a dialogue with Russia, but with another Russian president."
