A spokesman for the forces of eastern Ukraine, Serhiy Cherivati, said that Lyman had between 5,000 and 5,500 Russian soldiers, but the number of forces that were besieged may have been reduced due to the losses among the soldiers who tried to escape from the siege.

Russia uses Liman as a logistics and transportation hub for its operations in the northern Donetsk region.

The Ukrainian military spokesman said that the control of Lyman would allow Kiev to advance to the Luhansk region, which Moscow declared in full control since last July.

The bodies of 20 people were found after an attack on a convoy of cars carrying civilians near the town of Kobyansk in northeastern Ukraine, the governor of the Kharkiv region, Oleg Senegubov, said yesterday, adding that the convoy came under fire while civilians were trying to escape.

For his part, European Union Foreign Minister Josep Borrell considered yesterday that Russia's annexation of four Ukrainian regions makes the end of the war in Ukraine almost impossible.

Borrell told the Spanish TV channel RTVE that the annexation of Donetsk, Luhansk, Zaporizhia and Kherson regions, announced by Russian President Vladimir Putin, the day before yesterday, makes the end of the war much more difficult and almost impossible.

He continued, "Russia is about to lose the war. It lost it both morally and politically, but Ukraine has not yet won," defending European sanctions imposed on Moscow and military aid to Kiev, calling for continuation in this direction.

The sanctions mainly affect officials of the Russian defense industries, according to data issued by the White House, the US State Department and the Treasury, and are added to a large series of sanctions imposed on all sectors in Russia, and the new measures target parliamentarians in the House of Representatives, the Federation Council, government officials and suppliers of the Russian army.

US President Joe Biden said in a speech at the White House, the day before yesterday, that "America and its allies will not be intimidated," then Biden directly addressed his Russian counterpart, Vladimir Putin, to warn him against launching an attack on any of the NATO countries.

"America is fully prepared, with its NATO allies, to defend every inch of NATO territory...Mr. Putin, don't misunderstand what I'm saying, every inch," Biden said. Biden announced $12 billion in new military aid to Ukraine approved by the US Congress.
