Russian President Vladimir Putin announced the annexation of occupied territories in Ukraine on the 30th local time, saying, "Russia has created four new regions," Russian media reported.



Putin made this remark in a speech at the Kremlin ahead of the treaty of annexation with the four occupied territories in Ukraine.



"Russia will use all means to defend its territory," he said.



He also pointed out that "the United States has set a precedent for Japan's use of nuclear weapons twice," and argued that "the West has no right to speak of democracy."



Putin is insisting on annexation of four regions in Ukraine: the eastern Donetsk People's Republic, the Lugansk People's Republic, the southern Zaporiza Oblast and the Kherson Oblast.



These occupied territories cover an area of ​​about 90,000 square kilometers, which is about 15% of the total territory of Ukraine, which is equivalent to the size of the whole of Portugal.



These four regions decided to merge with Russia through a referendum for five days on the 23rd and 27th with a vote of 87-99% in favor of each region.



Putin insisted that the request for annexation of occupied territories through a referendum was "in accordance with the right to self-determination guaranteed in the UN Charter."



"As the will of these locals is clear, I am confident Congress will support their merger," he added.



As for Ukraine, "Russia is not going back to the Soviet Union," he said. "We are ready for dialogue.



When this treaty is signed with President Putin ready for the merger, legal procedures such as consent to ratification by the Senate and House of Representatives and the final signature of the president will proceed.



Russian Senate Speaker Valentina Matviyenko said an official territorial annexation could be considered on the 4th of next month.



Ukraine and the West are calling the referendum a "fake ballot" and are pushing for additional sanctions against Russia.
