According to the WeChat official account of the Chinese Consulate General in Dubai, from October 1st, the Consulate General in Dubai will update the relevant requirements for people flying from the United Arab Emirates to China for testing and health code applications as follows:

1. Testing requirements

  All personnel from the UAE to China by flight (including long-term residents in Afghanistan, personnel from Chinese-funded enterprises, domestic personnel temporarily visiting Afghanistan, and personnel from third countries) must undergo a "double nucleic acid" test, and the first nucleic acid test is before boarding. Within 48 hours, the second nucleic acid test should be carried out within 24 hours before boarding. The two nucleic acid tests must be carried out in two different testing institutions and using different reagents, and the two sampling intervals should be more than 24 hours.

  Special reminder: Those who are transiting in Dubai from a third country and intend to take a direct flight to China must enter the country and undergo two nucleic acid tests according to the above requirements.

Currently, Chinese citizens holding diplomatic passports, service passports, service ordinary passports and ordinary passports can enter the UAE visa-free for a stay of 30 days.

Chinese citizens with travel documents cannot enter the United Arab Emirates. It is recommended that Chinese citizens with travel documents choose other routes to return to China to avoid being stranded at Dubai Airport due to inability to enter the country.

2. Testing institutions

  The consulate general accepts nucleic acid test certificates issued by legal testing institutions recognized by the local health department in the UAE.

3. Routes to China

  Those departing from Afghanistan to China can choose direct flights or connecting flights to China.

If you take a connecting flight to China, you must take relevant nucleic acid tests and apply for a health code at the place of origin and the place of transfer.

  Special reminder: Those who come to the UAE from a third country and plan to take a flight to another country to transfer to China do not need to apply for a health code at the embassy or consulate in the UAE.

Please take the flight with the health code approved by the embassy and consulate in the country of origin and the embassy and consulate in the transit country where the direct flight to China is located.

4. Application materials for health code

  (1) A negative nucleic acid test report within 48 hours before boarding and within 24 hours before boarding.

  (2) The itinerary of the whole flight ticket.

  (3) If they are transit personnel from a third country, they must submit the health code issued by the embassy and consulate in the country of origin.

  Note: The second testing institution is in the emirate of Abu Dhabi, and the application is submitted to the embassy in the UAE; the second testing institution is in Dubai and the northern emirate, and the application is submitted to the consulate general in Dubai.

5. Requirements for testing high-risk groups and applying for health codes

  (1) Persons with a history of previous infection must undergo two nucleic acid tests (with an interval of more than 24 hours), and undergo 14-day health monitoring after obtaining a negative test certificate. If there is no abnormality during this period, the "double nucleic acid" before travel shall be carried out according to the requirements of ordinary personnel. Test, and submit two nucleic acid negative certificates confirming recovery, a 14-day health monitoring form and general materials to apply for a health code.

  (2) Close contacts, persons with suspected symptoms, and persons with suspected positive "PP" nucleic acid test results shall undergo 5-day health monitoring, and those with no abnormality shall undergo pre-trip "double nucleic acid" testing as required by ordinary personnel, and submit a 5-day Health monitoring form and general materials to apply for health code.

6. Special reminder

  (1) About the time limit for applying for health code and inspection work

  Health code applications require manual review.

The Consulate General will review the health code application in the order of flight departure time and upload time.

Under normal circumstances, the staff will complete the review of the health code application uploaded before 20:00 on the same day before 22:00 on the same day, and will arrange a special person to conduct an emergency review of the lately uploaded health code application 3 hours before the flight departure.

Please upload the health code application in time for those who go to China to avoid missing the review time limit.

Recently, the number of flights from Afghanistan to China has been increased to 13 per week. Please refer to the table below for flight information and the review time of the Consulate General:

  Note: The time for the consulate general to review and issue the health code will be dynamically adjusted according to the flight increase.

  (2) Regarding flight delays.

According to regulations, the flight departure time should be within the validity period of the health code.

  1. In case of flight delay or cancellation, if the new flight time is within the validity period of the health code, the passenger can continue to take the flight; if the new flight time exceeds the validity period of the health code, but the passenger has completed the check-in procedure and entered the terminal to wait for the flight, You can continue to fly.

  2. If the new flight date exceeds the validity period of the health code and is within 2 days after the original flight date (for example, the original flight date is on the 1st, and the new flight date is within the 3rd), the passenger needs to carry out the nucleic acid test within 24 hours before departure. Test, apply for a new green health code, and go through check-in procedures with the green health code.

  3. If the date of the new flight exceeds 2 days after the date of the original flight, the passenger needs to take relevant tests within 48 hours and 24 hours before the departure, apply for a new green health code, and go through check-in procedures with the green health code.
