Dubai has achieved a new global achievement by obtaining the highest rating in the Local Government Online Services Index 2022 (LOSI) issued by the United Nations within the periodic digital government report issued by the organization every two years, as Dubai came among the cities with the highest ratings in the index along with global cities Major has a long history in the field of technical development such as Berlin, Madrid, Copenhagen and Tallinn, Estonia.

Dubai ranked fifth in the world and first in the Arab world in the index issued by the United Nations, and Dubai also achieved a full degree within the institutional framework index, which placed it in the first places in the world with a number of cities, as well as the full mark in providing content, ranking first in the world in this field, and the same result. The institutional framework criterion consists of eight sub-indicators, the content delivery criterion consists of 25 sub-indicators, the service provision indicator consists of 18 sub-indicators, and the technology criterion consists of 18 indicators, participation and interaction of 17 indicators, so that the number of sub-indicators is 86.

The institutional framework standard focuses on the digital government strategy on the organizational structure, the legislation that regulates access to information and privacy, the open data policy, and others. The 2022 edition of the Local Online Service Index study includes an assessment of the digital government in the major cities within 193 countries. Dubai achieved a score of 0.9186 in the value of the overall index of digital transformation in local governments, which placed it in fourth place, with Berlin and Madrid in first place, then Tallinn in second place and Copenhagen in third place.

The United Nations Department of Economic and Social Affairs had conducted the first integrated assessment of local e-governments within the e-government survey conducted in 2018, and the pilot study at that time was limited to 40 cities, including Dubai, assessed through 60 different indicators, and in a general version 2020, coverage expanded to include 100 cities and around 80 assessment indicators.

As for the 2022 edition, it includes cities from all countries of the world and includes 86 indicators.

Dubai is fifth globally and first in the Arab world in the online local government services index 2022.
