For the movement of citizens who are registered with the military, permission from the military commissariats is not required.

This was stated by Chairman of the State Duma Vyacheslav Volodin.

“Since the mobilization is partial, the norm of Article 21 of Law 31-FZ does not apply.

In this connection, the movement of citizens registered with the military does not require the permission of the military commissariats, ”Volodin wrote in his Telegram channel.

He noted that such explanations came from the Russian Defense Ministry.

As Volodin wrote earlier, the federal law “On mobilization training and mobilization in the Russian Federation” provides for the possibility of restrictions on the movement of those registered with the military. 

Volodin also said that now he is receiving many questions regarding partial mobilization.

According to him, the State Duma has built feedback with citizens and is trying to solve emerging problems.

“There are a lot of appeals regarding the mobilization of people who are older than they should be.

Military commissariats admit mistakes.

They bring everything in line with regulatory documents,” the speaker said.

Earlier, in his Telegram channel, Volodin urged citizens to report violations in the work of military commissariats.

“If you encounter facts when the norms of decrees, laws or by-laws are violated, report it.

All levels of government must understand their responsibility.

We will definitely respond to requests.

We will not leave anyone alone with problems, ”he said.

The speaker noted that "partial mobilization cannot be treated formally."

“The combat readiness of our armed forces, the solution of the tasks of a special military operation depend on its effectiveness,” Volodin explained.

It is worth noting that the “Explain.rf” portal, created at the initiative of the government, also provides clarifications to questions regarding mobilization.

The site, in particular, explains which categories of citizens are subject to partial mobilization, who can issue subpoenas, what will happen to the mobilized person’s employment contract, and what payments the employer must make to the employee called up for military service.

Credit holidays

The State Duma, in connection with the mobilization, is already working to improve legislation in this area.

So, on September 28, the deputies adopted a law on credit holidays for those called up for military service.

According to the document, mobilized, contractors and other participants in the SVO will have the right to suspend the fulfillment of their obligations under a loan or loan agreement concluded before the day of their mobilization, signing of the contract and participation in the SVO.

A simple application form is provided for granting a credit holiday, up to a telephone message within a period of up to five days.

“The bank, which is the creditor, must make an appropriate decision, and the interest rate of the loan for the period of mobilization will be frozen,” explained Maxim Topilin, chairman of the State Duma Committee on Economic Policy.

A similar right is granted to family members of the mobilized who have entered into a credit or loan agreement.

The interest rate of the loan for the period of mobilization will also be frozen.

As Topilin explained, in the event of the death of the mobilized, the loans will simply be written off.

In addition, the deputies adopted amendments to the Labor Code in the second and third readings, which provide additional guarantees for workers who are called up for military service for mobilization.

So, for these categories of citizens, the employment contract will be suspended until the end of military service.

In this case, the employer is obliged to pay the employee the salary and all payments due to him for the period that preceded the suspension of the contract.

During the suspension of the contract, the employee retains the social guarantees received by him, such as additional insurance, non-state pension provision, improvement of the social and living conditions of the employee and his family members.

At the same time, the time of service is counted in the length of service and in the length of service in the specialty.

After the end of the service, the employee must return to work within three months, notifying the employer of this at least three days in advance.

For the duration of the service, the employer also receives the right to hire another employee under a fixed-term contract; it is impossible to dismiss an employee mobilized at the initiative of the employer.

"Territories must be controlled"

Recall that on September 21, Russian President Vladimir Putin, in a televised address to the citizens of Russia, announced the start of partial mobilization in the country.

According to the Russian leader, this decision was made "to protect our Motherland, its sovereignty and territorial integrity, to ensure the security of our people and people in the liberated territories."

The head of state stressed that the Russian military today is confronting in Ukraine "not only neo-Nazi formations, but in fact the entire military machine of the collective West."

The head of state stressed that all "those called up for military service upon mobilization will receive the status, payments and all social guarantees of military personnel serving under a contract."

In turn, Russian Defense Minister Sergei Shoigu said that the mobilization will affect about 300 thousand people, which is approximately 1% of Russia's mobilization resource of 25 million people.

He also stated that the mobilization will not affect university students "under any circumstances", and conscript soldiers will not be sent to the combat zone.

Speaking about the tasks of mobilization, the minister mentioned the need to control the line of contact and the liberated territories.

“The line of contact itself (you can call it both the front line and the line of contact) is more than 1 thousand km.

Naturally, what is behind, and what is there, along this line, this must be fixed, these territories must be controlled, ”Shoigu said.

The Russian Ministry of Defense also opened a hotline for relatives of citizens who were called up for military service as part of partial mobilization.

It is noted that the hotline, among other things, can find out where the serviceman is, as well as up-to-date data on mobilization issues.
