The envelope reaches 2.4 billion euros in budget credits, which includes in particular an increase in credits for adapted military service.

The 2023 budget of the Overseas Ministry is up by 300 million euros compared to 2022 (+11%).

The adapted military service (SMA), which each year allows several thousand disadvantaged young people from overseas to get back on track and train for a job under the leadership of the military, has seen its budget increase by 30 million euros, to 270 million.

It is a question of generalizing the extension of the average duration of reception of these young ultramarines - men and women, aged 18 to 25 -, of reinforcing their basic skills and professional skills, and of favoring the reception of single mothers, assures the ministry.

The creation of new companies in Polynesia (Hao) and Mayotte continues.

Support the water and sanitation union

For the financing of structuring investments, the Ministry of Overseas will extend in 2023 the convergence and transformation contracts with the communities, which expire in 2022, for 190 million euros.

At the same time, the budget provides 10 million euros for support for engineering, essential support allowing the realization of projects in the territories.

To "respond to the daily concerns" of overseas residents, the ministry provides in particular for "an exceptional envelope of 10 million euros" to support the joint water and sanitation union in Guadeloupe, "in return for respect for operational and financial commitments”.

Algae patches

The budget includes a contribution of 3.5 million euros to support the fight against sargassum, these layers of algae that wash up on the coasts of the French West Indies.

This concerns Saint-Martin, Saint-Barthélemy, Guadeloupe and Martinique.

Also included in the budget are 40 million euros “to restore leeway to the local authority of Guyana, in compliance with the conditions provided for in the structural agreement signed between the authority and the State”.

The ministry's draft budget amounts to 2.9 billion in commitment authorizations - the new expenditures that the ministry can make each year.

It only represents part of the total State expenditure in Overseas France, which will amount to 21.7 billion euros in payment appropriations in 2023, against 21.2 billion the previous year.
