Election of the presidents of the Chamber and Senate:


In Montecitorio, as for Palazzo Madama, the election of the two presidents will be

by secret ballot

with the parliamentarians who, having received the ballot paper, will fill it out in the appropriate booths and then deposit it in the polls: this is a single vote in both houses of Parliament. 


-The majority of two-thirds of the members of the Chamber is required in the Chamber for the first vote, while the second requires two-thirds of the votes, including blank ballots among the votes.

After the third ballot, an absolute majority will suffice.


-In the Senate, on the other hand, the election is faster - and normally ends in a couple of days - the regulation requires an absolute majority of the votes of the members of the assembly in the first two ballots: in the event that the latter do not give positive results , an absolute majority of the votes of the senators present is sufficient from the third ballot.

After this ballot, if no one has obtained the required majority, the Senate proceeds on the same day to the ballot between the two candidates who have collected - in the previous ballot - the highest number of votes and the one obtaining the majority, even if relative, is proclaimed elected. .

Finally, in the event of equal votes, the most senior in age is elected or enters the ballot.

Formation of parliamentary groups


After the election of the presidents of the two chambers, the parliamentarians will have to declare which group they want to join: to constitute a group in the Chamber, 20 deputies are needed, in the Senate 10 senators, however, exceptions are possible at the discretion of the presidencies on the basis of some criteria.

The parliamentarians who do not make a declaration of belonging to any group will merge into the Mixed group.

Only after the completion of the parliamentary procedures

will the President of the Republic start consultations with the new government at the Quirinale


The procedure: the head of state calls the "premier designated by the political groups" to Colle to give him the post, which he normally accepts with reserve. 


Afterwards, the prime minister in charge personally initiates consultations with political groups, to probe the availability of any support. 


At the end of the talks, the Prime Minister goes up to the Quirinale and dissolves the reservation: he will confirm whether or not he is ready to start the new executive: in case of confirmation of the appointment, the Prime Minister presents the list of ministers to the Head of State, which they must be appointed by decree of the President of the Republic.
