More than 800 counties and cities carry out pilot projects for medical community construction

Build a healthy foundation for rural revitalization

Entering the Haizi Street Town Health Center, Qixingguan District, Bijie City, Guizhou Province, the outpatient building and the ward building are eye-catching. The facilities of each department are complete, and the patients seek medical treatment in an orderly manner under the guidance of medical staff.

Haizijie Town Health Center was established in 1953, and used to be mainly engaged in simple basic medical treatment.

But now, Haizijie Town Health Center has set up public health department, clinical department, management department, medical technology department, etc., equipped with color Doppler ultrasound, electronic gastrointestinal endoscope, automatic biochemical analyzer, electrocardiograph, EEG, digital X Equipment such as optics and machinery, and infrastructure construction have been continuously improved. Many medical projects can be carried out here, and the ability to meet the medical needs of the masses has been continuously improved.

  This was unimaginable before.

In the past, township health centers had outdated equipment and a shortage of technical personnel. Township doctors were "insufficient" to see a doctor for the masses, and most of the patients with slightly more complicated diseases and most trauma operations were sent to the outside world.

Today, this phenomenon has gradually improved.

"There is no shortage of talented people in big cities. It's enough to have them there. I want to stay at the grassroots level, maybe this will give more play to my self-worth." Xiong Yifei, a Yunnan girl born in 1994, passed the test with her own efforts. Dashan, after graduating, she chose to go to a remote rural area—Banhong Township, Cangyuan Wa Autonomous County, Lincang City, Yunnan Province, to become a village doctor who guards the village.

Cangyuan County is located on the border and borders Myanmar, and was once listed as a national poverty-stricken county.

There were only more than 20 doctors in the former Banhong Township Health Center, but now there are nearly 40.

"There are a lot of young people here and they are more energetic. Most of them are born in the 1990s and 1980s." Xiong Yifei told reporters that unlike the previous "barefoot doctors", most of the doctors in Banhong Township Health Center are now undergraduates. At least it is a junior college degree, the overall quality of doctors has steadily improved, and the service conditions of health centers have been significantly improved.

In the countryside, there are more and more young people like Xiong Yifei.

From 2010 to the end of 2021, more than 70,000 rural order-oriented free medical students have been recruited across the country, of which 35,000 have gone to grassroots services.

In the past two years, after the implementation of the policy of exempting medical college students from registration as rural doctors, more than 4,300 college students have entered the ranks of rural doctors.

More and more young people use the medical professional knowledge they have learned to shine in the countryside and help rural revitalization.

Rural health is related to the health of hundreds of millions of farmers, and it is the proper meaning of rural revitalization.

Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at the core has always placed the maintenance of people's health in a prominent position, strengthened the construction of the rural medical and health service system, promoted the lowering of the focus of medical and health work, the sinking of resources, and cracked the health field. Unbalanced and insufficient development has made positive progress and achievements in rural health services.

In the past ten years, my country has completely eliminated the "blank spots" of rural medical and health institutions and personnel, basically realized that rural residents have equal access to basic medical and health services, and historically solved the problem of lack of medical institutions and doctors at the grassroots level in some areas.

Relevant data show that by the end of 2021, there will be 35,000 township health centers, and townships with health centers account for 90.8% of the total number of townships in the country; the number of village clinics will reach 599,000, with an average of at least one clinic in each village.

In 2020, there will be 52 rural health technicians per 10,000 people, an increase of 18 from 2012; 21 rural licensed (assistant) doctors per 10,000 people, an increase of 7 from 2012.

Realize that rural residents have a place to see a doctor and a doctor to see a doctor, and common diseases and chronic diseases can basically receive timely treatment nearby.

At present, more than 800 counties and cities across the country have carried out pilot projects for the construction of close county-level medical communities to promote the sinking of resources and meet the needs of the masses to "see good diseases" nearby.

More than 90% of the pilot areas have achieved mutual recognition of inspection results within the medical community.

Through the development of telemedicine, primary inspections and higher-level diagnoses have begun to be realized, and it has gradually become a reality for rural residents to see "expert numbers" at their doorsteps.

In Sanming, Fujian, 12 counties and cities have established general hospitals, integrating county and village tertiary medical resources, and building a close medical community.

Youxi County General Hospital is one of the earliest county-level general hospitals established locally.

In the opinion of Yang Xiaodeng, president of Youxi County General Hospital, in the past, county hospitals and traditional Chinese medicine hospitals had the problem of "robbing patients" and lacking energy.

Now, from the general hospital to the township health center (branch) to the extended public village clinics, there are nearly 300 medical institutions in the county, township, and village three-level network. The county general hospital is responsible for unified management and unified accounting. , Overall use, the general hospital is responsible for the unified assessment, distribution and distribution of medical staff salaries, forming a "compact" structure in which the county can play a game of chess, manage one account, and serve a family.

Yang Xiaodeng told reporters that Youxi County has also innovatively adopted the "2+5+10" model, that is, 2 county-level hospitals will mainly help 5 key health centers, and 5 key health centers will help 10 general health centers. Improve the overall medical level of counties, townships and villages.

Through the construction of "medical community" and the implementation of selection, inspection, rotation, training and other methods, the quality of township medical staff has been greatly improved, and township doctors have become more and more confident in seeing a doctor, and the number of doctor visits has been several times in the past.

At present, the consultation rate of residents in the county area exceeds 90%, and the proportion of rural two-level diagnosis and treatment in the county area has remained more than two-thirds for a long time.

The number of beds in rural medical and health institutions increased from 2,991,400 in 2012 to 4,598,200 in 2020.

In the Banhong Township Health Center where Xiong Yifei works, the outpatient and emergency department receive 24 hours a day, and there are two to three hundred patients every day, and common diseases are basically solved in the countryside.

Without national health, there will be no comprehensive well-off.

During the period of poverty alleviation, the central government invested a total of 1.4 trillion yuan to support the development of health care in 25 provinces with heavy poverty alleviation tasks.

my country has helped nearly 10 million families who have returned to poverty due to illness to get out of poverty, and many families who were once plagued by illness have lifted their backbones.

One of the most important indicators of people's happy life is health.

Health is 1, everything else is followed by 0.

Focusing on the future, we must continue to protect the health of the people, improve the health and well-being of the people, and provide a more solid health guarantee for rural revitalization.
