For the Minister responsible for relations with Parliament Franck Riester, the passage of the pension reform by amendment is a hypothesis that is still relevant, which he considers "credible" as "an ad hoc project".

Increasingly, the ranks of Parliament fear the use of the amendment, which many parties reject.

A pension reform that would go through an amendment in the social security financing bill remains a "credible hypothesis", in the same way as a dedicated text, insisted Sunday the Minister for Relations with Parliament Franck Riester.

"Everything is on the table. The President of the Republic and the Prime Minister will decide, both on the method and both on the content of what will be proposed to Parliament when the time comes", declared the minister on Radio J , on the eve of an interview with Elisabeth Borne and a Council of Ministers devoted in particular to the draft budget (PLF) and financing of Social Security (PLFSS) for 2023.

The amendment, a method feared by many

Asked whether the decisions would be announced at the end of the week, after a meeting around Emmanuel Macron with Élisabeth Borne, the ministers concerned and the leaders of the majority, he replied: "In any case, there is this important meeting around the president".

"Be careful that consultation, time to discuss, does not mean for some means of avoiding reform or procrastination. We were elected to act", he insisted.

"This reform is necessary" and even "indispensable", he hammered, believing that there would be no "forced passage but a debate in Parliament and consultation with the social partners".

Regarding the budget for 2023, he said that the government would "try to find a solution by a vote without going through 49.3", a constitutional tool which allows a text to be adopted without a vote, the macronists not having an absolute majority. in the National Assembly.

The Minister of Public Accounts, Gabriel Attal, had previously in the JDD newspaper, put pressure on the Republicans, who have been asking for years for a pension reform, calling to be "consistent with his convictions" while judging "probable" the recourse to 49.3 on the budget.
