On September 24, Russian President Vladimir Putin signed a law punishing looting in the form of imprisonment for up to 15 years.

The President also signed decrees on imprisonment for up to 10 years for desertion and non-appearance of military personnel for conscription service, for voluntary surrender and for refusing to participate in hostilities.
