The relevant information was published by the Ministry of Defense of the Russian Federation in its Telegram channel.

As noted in the military department, such a measure is necessary "to ensure the operation of certain high-tech industries, as well as the financial system of the Russian Federation."

The Ministry of Defense explained that citizens with higher education in the relevant specialties who work in accredited organizations "operating in the field of information technology and involved in the development, development, implementation, maintenance and operation of solutions in in the field of information technology and ensuring the functioning of the information infrastructure”.

Men who work in “Russian telecom operators and are involved in ensuring the stability, security and integrity of the functioning of communication facilities, data processing centers, as well as public communications facilities and lines of the Russian Federation” are exempted from conscription.

According to the decision of the Ministry of Defense, employees of “systemically important organizations in the field of information and communications”, as well as employees of organizations “ensuring the stability of the national payment system and financial market infrastructure, bank liquidity management, and cash circulation” cannot be called up for military service as part of partial mobilization.

“The lists of citizens submitted by the heads of the relevant organizations in the prescribed form to the General Staff of the RF Armed Forces will be considered the basis for exemption from involving citizens in military service for mobilization,” the Russian Defense Ministry said.

As explained in the Ministry of Digital Development, the decision taken by the military department will ensure the stable operation of critical information infrastructure facilities, guarantee the stable and secure provision of digital services, promptly inform the population and "stimulate the emergence of new Russian developments necessary for the accelerated replacement of used foreign solutions."

Experience and specialty 

On September 21, Russian President Vladimir Putin announced a partial mobilization in Russia.

The head of state noted that this measure is necessary to protect the sovereignty and territorial integrity of the Russian Federation.

Putin stressed that only those men who are in the reserve, have served in the army, have certain military specialties and relevant experience are subject to conscription.

All mobilized citizens will undergo additional military training, taking into account the experience of a special military operation. 

On the same day, an order on partial mobilization was published on the Kremlin's website, in which the president instructed the government to "take the necessary measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies." 

On September 21, in an interview on the Rossiya 1 TV channel with Dmitry Petrov, Defense Minister Sergei Shoigu said that citizens with combat experience and a military specialty are subject to partial mobilization.

At the same time, students can safely continue their studies - they, like conscripts, are not subject to mobilization.

In total, 300 thousand people will be called up for military service.

On September 22, Rear Admiral Vladimir Tsimlyansky, a representative of the Main Organizational and Mobilization Directorate of the General Staff of the RF Armed Forces, gave an explanation on the implementation of partial mobilization.

According to him, first of all, shooters, tankers, artillerymen, drivers and driver-mechanics will be called up.

Representatives of privates, sergeants and officers are subject to mobilization.

“One of the main factors is that citizens called up from the reserve have combat experience,” Tsimlyansky emphasized.

According to the speaker of the General Staff, according to Russian law, the age limit for privates and sergeants of the reserve who are subject to conscription is 35 years, junior officers (lieutenants, senior lieutenants, captains) - 50 years, senior officers (major, lieutenant colonel, colonel) - 55 years .

Partial mobilization does not include employees of defense enterprises, military pensioners, persons recognized as temporarily unfit for health reasons, and citizens engaged in constant care for a family member or disabled people of group I and persons with four or more dependent children under the age of 16 years .

All those mobilized are entitled to cash payments and social guarantees at the level of those that contract soldiers have.

“Money is credited to the personal account of a serviceman and, at his request, can be transferred in full or in part to members of his family,” Tsimlyansky said.

In addition, in the near future the State Duma should adopt laws on credit holidays and the preservation of labor guarantees for mobilized citizens, said State Duma Chairman Vyacheslav Volodin.
