According to G7 leaders, the results of the vote will not be "a legitimate expression of the will of the Ukrainian people."

They also noted that the referendums "have no legal force or legitimacy."

On September 23, in the Donetsk and Lugansk People's Republics, as well as in the liberated territories of the Kherson and Zaporozhye regions, referendums began on the issue of joining Russia.

Borrell had previously threatened Russia with new sanctions if the vote went ahead.
