The Supreme People's Court of China reported that on September 23, the Intermediate People's Court of Changchun City, Jilin Province publicly sentenced Sun Lijun, former member of the Party Committee of the Ministry of Public Security and Deputy Minister, for accepting bribes, manipulating the securities market, and illegally possessing guns. Defendant Sun Lijun was sentenced to death with a two-year reprieve for accepting bribes, deprived of his political rights for life, and confiscated all personal property. After his death sentence with a two-year reprieve was commuted to life imprisonment in accordance with the law, he would be imprisoned for life without commutation, On parole, he was sentenced to eight years in prison and a fine of one million yuan for the crime of manipulating the securities market. He was sentenced to five years in prison for the crime of illegal possession of firearms. All personal property will be confiscated, and after his death sentence is commuted to life imprisonment in accordance with the law at the end of the two-year reprieve, he will be imprisoned for life without commutation or parole.
According to public information, Sun Lijun was born in January 1969 in Qingdao, Shandong Province. He joined the Communist Party of China in December 1997 and started work in September 1988. He graduated from New South Wales State University, Australia, majoring in public health and urban management, with an on-the-job postgraduate degree. Master of Public Health, was awarded the rank of Deputy Superintendent of Police.
On September 30, 2021, it was officially notified that Sun Lijun had been expelled from the party and public office for serious violations of discipline and law.
On November 5 of the same year, the Supreme People's Procuratorate informed that Sun Lijun was arrested on suspicion of taking bribes according to law.
On January 13 this year, it was officially notified that the Jilin procuratorate had prosecuted him according to law.
Now, the court has found out that from 2001 to April 2020, the defendant, Sun Lijun, served as the deputy director of the Foreign Affairs Department of the Shanghai Municipal Health Bureau, the director of the General Business Department of the Foreign Affairs Office of the Shanghai Municipal People's Government, the deputy director of the General Office of the Ministry of Public Security, the domestic The director of the Security Bureau, the member of the Party Committee of the Ministry of Public Security, the deputy minister and other positions, as well as the convenient conditions for the formation of power and status, provide assistance to relevant units or individuals in matters such as business operation, job adjustment, and case handling, directly or through Others illegally received property, totaling more than 646 million yuan.
In the first half of 2018, at the request of others, Sun Lijun instructed the relevant personnel to influence the stock trading price and trading volume by means of continuous trading and other means of centralized capital advantage, and help others avoid losses of more than 145 million yuan.
Sun Lijun also violated gun management regulations and illegally possessed 2 guns.
The court held that the actions of the defendant Sun Lijun constituted the crime of accepting bribes, manipulating the securities market, and illegally possessing firearms.
Sun Lijun took a particularly huge amount of bribes. After accepting bribes, he sought promotion and adjustment for many people, used his power to intervene in the handling of cases, and interfered with normal economic activities in the fields of medicine and finance. If it causes particularly heavy losses, the crime should be sentenced to death; Sun Lijun manipulates the securities market, and the circumstances are particularly serious; illegal possession of firearms, if the circumstances are serious, should also be punished according to law, and he should be punished together with the crime of accepting bribes.
In view of the fact that after Sun Lijun arrived at the case, the clues he provided in other major cases were verified to be true, he had performed significant meritorious service, and he took the initiative to explain some of the facts of bribery that were not yet known to the case-handling authority, truthfully confessed all the facts of the crime, was able to plead guilty and repented, and actively cooperated with the recovery of stolen goods, most of the stolen money. The stolen goods and fruits have been recovered, and there are statutory and discretionary circumstances of lighter punishment, and the death penalty may not be executed immediately.
At the same time, the court held that, based on the facts and circumstances of Sun Lijun's crime and the serious harm it caused to the country and society, it decided that after his death sentence was commuted to life imprisonment in accordance with the law at the end of his two-year reprieve, he would be imprisoned for life without commutation or parole.
