The SPD in the Hessian state parliament has offered the black-green majority to work with them to deal with the consequences of the war in Ukraine.

"We are ready to take responsibility," announced parliamentary group leader Günter Rudolph (SPD) on Wednesday in the plenary session.

In view of the historical crisis, the Hessian social democracy wants to be “taken into account for overriding reasons” if it is involved in the decisions.

"This is our offer.

Whether you accept it is up to you," the opposition leader said, addressing the government bench.

Rudolph recalled that his party had agreed to a common policy in response to the refugee crisis in the middle of the last decade.

"We didn't get anything for that," said the Social Democrat.

But it was about the matter and not about party political advantages.

Rudolph called for the creation of an emergency fund to provide financial support to people who could not pay their electricity and gas bills in exceptional situations.

"A hardship regulation must be created so that everyone can get through the winter well." The SPD also called for an aid program for sports clubs.

A reaction from the black-green coalition to Rudolph's offer was not yet evident in the plenary debate on Wednesday.

The substantive demands were referred to the specialist committees for further discussion.

Economics Minister Tarek Al-Wazir (The Greens) and Rudolph agreed that the first two relief packages agreed in Berlin were in part not "precise".

But that can be changed in the planned third package.

Al-Wazir did not expressly repeat the criticism voiced by the Hessian Prime Minister Boris Rhein (CDU) and other heads of government that the federal government wanted them to pay large sums without being asked.

However, he emphasized that it still had to be clarified how the third aid package should be financed.

Negotiations will continue between the states and the federal government as well as within the federal government.

The prime ministers will meet the federal chancellor on Wednesday next week.
