It is a great pleasure to attend the Shanghai Cooperation Organization Summit.
Thanks to President Mirziyoyev for his warm reception and thoughtful arrangements.
Over the past year, as the rotating presidency, Uzbekistan has done a lot of fruitful work to promote cooperation in various fields of the Organization, which I highly appreciate.
Samarkand is the world-famous "Pearl of the Silk Road", witnessing the splendor and splendor of the ancient Silk Road.
The ancient Silk Road has made great contributions to the great circulation of commodities and products in the Eurasian continent, the great dissemination of science and technology, the great collision of ideas and concepts, and the great integration of multiculturalism. It also provides historical inspiration for the SCO countries to achieve peace and development.
This year marks the 20th anniversary of the signing of the Shanghai Cooperation Organization Charter and the 15th anniversary of the signing of the Treaty on Long-term Good-Neighborliness, Friendship and Cooperation among member states.
Over the years, the member states of the organization have used these two programmatic documents as the ideological cornerstone and action guide, and have gradually successfully explored a new type of international organization growth and growth path, and accumulated a series of inspiring and important successful experiences.
- Uphold political mutual trust.
Adhering to the concept of friendship from generation to generation and eternal peace among member states, respect each other's core interests and development paths chosen, and support all parties in achieving peace, stability, development and revitalization.
- Adhere to mutually beneficial cooperation.
To accommodate each other's interests and demands, adhere to the principle of extensive consultation, joint contribution and shared benefits, strengthen the alignment of development strategies, and always take the road of mutual benefit and common prosperity.
- Adhere to equal treatment.
Advocate that all countries, big or small, should be equal, follow the principle of consensus through consultation, consult more when there is a problem, and do not use the big to bully the small or the strong to bully the weak.
- Adhere to openness and inclusiveness.
It advocates the harmonious coexistence and mutual learning of different countries, ethnic groups and cultures, advocates dialogue among civilizations, seeks common ground while reserving differences, and is willing to establish partnerships and develop mutually beneficial cooperation with more like-minded countries and international organizations.
- Uphold fairness and justice.
Abide by the purposes and principles of the UN Charter, always proceed from the right and wrong of the matter itself, handle major international and regional issues, and oppose harming the legitimate rights and interests of other countries for one's own selfish interests.
The above five points of experience fully embody the "Shanghai Spirit" of mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and seeking common development.
Practice has shown that the "Shanghai Spirit" is the vitality for the development and growth of the Shanghai Cooperation Organization, and it is also the fundamental principle that the Shanghai Cooperation Organization must adhere to for a long time.
We have achieved great success in practicing the "Shanghai Spirit" in the past, and we will continue to uphold the "Shanghai Spirit" in the future.

The development of human society is the same as that of nature. There are sunny days and moments of wind and snow.
At present, the world is undergoing profound changes unseen in a century, and the world is entering a new period of turbulence and change.
The haze of the epidemic in the century has not yet dissipated, the smoke of local conflicts has risen again, the Cold War mentality and bloc politics have returned, unilateralism and protectionism have risen, economic globalization has encountered adverse currents, and the deficit of peace, development, trust, and governance has increased unabated. Human society Standing at a crossroads and facing unprecedented challenges.
Under the new situation, the SCO, as an important constructive force in international and regional affairs, must have the courage to face the changing international situation, firmly grasp the trend of the times, continuously strengthen solidarity and cooperation, and promote the building of a closer SCO community with a shared future.
First, increase mutual support.
We should strengthen high-level exchanges and strategic communication, deepen mutual understanding and political mutual trust, and support each other's efforts to safeguard security and development interests.
We must prevent external forces from instigating "color revolutions", jointly oppose interference in other countries' internal affairs under any pretext, and firmly control the country's future and destiny in our own hands.
Second, expand security cooperation.
There is a proverb in Uzbekistan, "With peace, the country can prosper; with rain, the land can prosper." In order to make up for the peace deficit and solve the global security dilemma, China proposed a global security initiative, calling on all countries to uphold common, comprehensive, cooperative, sustainable Continuous security concept, promote the construction of a balanced, effective and sustainable security architecture.
All parties are welcome to participate in the implementation of this initiative.
We will continue to carry out joint anti-terrorism exercises, crack down on the "three evil forces", drug smuggling, cyber and transnational organized crime, and effectively deal with non-traditional security challenges such as data security, biosecurity, and outer space security.
China is willing to train 2,000 law enforcement officers for member states in the next five years, establish a China-Shanghai Cooperation Organization training base for counter-terrorism professionals, and strengthen the building of law enforcement capabilities of all parties.
We will continue to play the role of platforms such as the "Shanghai Cooperation Organization-Afghanistan Liaison Group" and the Afghan Neighboring Countries Coordination and Cooperation Mechanism, and encourage the Afghan authorities to build a broad and inclusive political structure to eradicate the breeding ground for terrorism.
Third, deepen practical cooperation.
It is our common goal to make people of all countries in the region live a better life.
When China launched the Global Development Initiative, it is hoped that the international community will attach great importance to development issues, promote the building of a global development partnership, and achieve a stronger, greener and healthier global development.
China is willing to work with all parties to promote the initiative to take root in the region and help countries achieve sustainable development.
We must implement the two statements on maintaining international energy security and food security adopted at this summit, and improve the level of energy and food security.
China will provide 1.5 billion yuan worth of food and other emergency humanitarian aid to developing countries in need.
We welcome the approval of the implementation outline for the next five years of the Treaty of Good-Neighborliness, Friendship and Long-term Cooperation among Member States at this summit. Strengthen the connection between the joint construction of the "Belt and Road" initiative with the development strategies of various countries and regional cooperation initiatives, expand small multilateral and sub-regional cooperation, and create more growth points for cooperation.
We need to implement the roadmap for expanding the share of local currency settlement among member states, strengthen the construction of the local currency cross-border payment and settlement system, promote the establishment of the organization's development bank, and speed up the process of regional economic integration.
Next year, the Chinese side will hold the SCO Development Cooperation Ministers' Meeting, the Industry Chain and Supply Chain Forum, establish the China-Shanghai Cooperation Organization Big Data Cooperation Center, and create a new engine for common development.
China is willing to cooperate with all parties in the space field, and support the agricultural development, connectivity construction, disaster reduction and relief of all parties through the provision of satellite data services.
Fourth, strengthen people-to-people and cultural exchanges.
Civilizations merge through exchanges and progress through fusion.
We should deepen cooperation in fields such as education, science and technology, culture, health, media, radio and television, continue to do well in brand activities such as youth exchange camps, women's forums, non-governmental friendship forums, and traditional medicine forums, and support non-governmental organizations such as the Shanghai Cooperation Organization Good-Neighborliness and Friendship Cooperation Committee. play its due role.
China will build a China-Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone, hold a forum on poverty reduction and sustainable development, and a sister city forum next year. In the next three years, 2,000 cataract surgeries and 5,000 human resources training places will be provided free of charge for the people of the SCO countries. .
Fifth, uphold multilateralism.
Enthusiasm for "small circles" will push the world towards division and confrontation.
We must firmly uphold the international system with the United Nations at its core and the international order based on international law, carry forward the common values of all mankind, and abandon zero-sum games and group politics.
It is necessary to expand exchanges between the organization and the United Nations and other international and regional organizations, jointly uphold genuine multilateralism, make concerted efforts to improve global governance, and work together to promote the development of the international order in a more just and reasonable direction.

The Eurasian continent is our common homeland, and maintaining peace and development in the Eurasian continent is the common aspiration of all countries in the region and the world. The Shanghai Cooperation Organization shoulders an important responsibility for this.
Recently, more and more countries have applied to join the "SCO family", which fully shows that the concept of the Shanghai Cooperation Organization is deeply rooted in the hearts of the people and its development prospects are widely optimistic.
Promoting the development and expansion of the organization and exerting its positive influence will inject positive energy and create new vitality for the maintenance of lasting peace and common prosperity in the Eurasian continent and the world.
China supports the expansion of staff in an active and prudent manner, promotes the process of accepting Iran as a member state, initiates the process of joining Belarus, recruits Bahrain, Maldives, the United Arab Emirates, Kuwait and Myanmar as dialogue partners, and grants relevant legal status to the applicant countries.
We must seize the opportunity, build consensus, deepen cooperation, and jointly create a bright future for the Eurasian continent.
The Chinese side congratulates India on taking over the next rotating presidency of the Shanghai Cooperation Organization, and is willing to work with all parties to support the Indian side in doing a good job of the presidency.
