The publication notes that despite the fact that the National Payment Card System (NSPK) itself and the MIR payment system, the operator of which it acts, have not yet been blacklisted, the US authorities have officially warned financial organizations of third countries against expanding cooperation with the payment system. 

The head of the Association of Participants in the Electronic Money and Money Transfer Market, Viktor Dostov, notes that the acceptance of MIR cards by banks that are not subject to sanctions does not formally violate the sanctions regime, but “it is not clear how much the partners are willing to risk.”

The head of the board of the Financial Innovations Association, Roman Prokhorov, believes that the main purpose of the statements is to increase the risks of working with the MIR payment system for new foreign counterparties.

Earlier, the US Treasury Department said that the United States is ready to impose sanctions against those who help Russia seek to expand the use of the MIR national payment system outside the country.
