The city of Bordeaux estimates that it could face an additional cost of 20 million euros linked to the energy crisis.
She presented this Wednesday a short-term savings plan for heating and public lighting.
The community is also aiming for a significant leap (from 7 to 41%) in terms of the energy autonomy of its municipal buildings, by 2026.
The energy crisis occupied most of the back-to-school conference of the mayor of Bordeaux Pierre Hurmic (EELV), this Wednesday.
If when it arrived at the Palais Rohan in the summer of 2020, the environmental team had launched an energy renovation project to deal with the climate emergency, it is accelerating it in the face of soaring gas and oil prices. electricity.
"For the first time, a prodigious surge in the energy markets raises questions about the very principle of the continuity of our services to the inhabitants", seriously commented the mayor of Bordeaux.
The city asks, like other communities, that the State take measures so that the users of the public services do not undergo the “speculative fluctuations of the market”.
In the meantime, she presented an action plan this winter and until the end of the mandate, in 2026.
Heating, lighting from January
According to initial estimates, energy costs could be increased by around 20 million euros for the City.
“We do not yet know our 2023 energy bill, because we are currently contracting the markets and we have daily fluctuations”, specifies the first deputy Claudine Bichet.
A first short-term savings plan, implemented this winter, should save three million euros.
This winter, in public buildings (schools, libraries, museums, etc.), the heating will for example be lowered to 19°C and from January 2023, 55% of the city's light points will be switched off from 1 hour to 5 a.m. in a first time.
It is not yet known what the exact perimeter concerned will be because a consultation phase will take place with the elected officials concerned and the emergency services.
“We will turn off the lighting in 90% of public buildings,” underlines Pierre Hurmic.
On the extinction of public lighting, it will be done in a nuanced way according to the sectors (residential, with strong night activity etc.) "In the sectors with specificities it will be necessary to consult", specifies the deputy mayor for public tranquility Amine Smith.
If the State asks communities to reduce their energy consumption by 10%, the City has stressed that it was going further with 12.5% of energy savings targeted.
From 7 to 41% energy autonomy
The City intends not to cut corners on its objectives in terms of climate emergency.
"We will not sacrifice our investments in favor of the energy and ecological transition because it is the only way to prepare for the future", insisted Claudine Bichet.
The community will continue to get rid of gas energy by developing energy autonomy on the city's buildings in favor of geothermal and photovoltaic energy.
Energy-intensive swimming pools are at the top of the list.
That of the Grand Parc will be connected to the urban heating network from 2024 and a photovoltaic solar park of 500 m2 will complete the system.
The Judaica swimming pool will then follow.
The old and energy-intensive buildings, such as the Conservatoire and the Aquitaine museum are not forgotten.
“The requalification of their energy production and distribution facilities will allow an expected energy gain of 25%,” announced the mayor of Bordeaux.
These efforts should make it possible to go from 7% to 41% energy autonomy in public buildings by 2026. "It's a giant step," he says.
He recalls that all Bordeaux residents can now benefit from aid for energy renovation, voted in March 2022 by the Metropolis, which goes up to 13,300 euros per dwelling, subject to income.
Up to 11,500 homes could be affected by this aid, year round.
To those who would like things to progress more quickly, Delphine Jamet, assistant in charge of general administration, replies that there is "administrative time linked to studies and public contracts".
