His Highness said, "Our development indicators today have achieved first place globally in 156 indicators, compared to 121 indicators before the pandemic... and 432 indicators are among the top 10 globally, compared to 314 before the pandemic... His Highness Sheikh Mohammed bin Rashid stated that “our foreign trade for the first six months of this year exceeded one trillion dirhams, compared to 840 billion dirhams before the pandemic.

His Highness added that "our tourism sector's revenues exceeded 19 billion dirhams during the first half of this year, and the total hotel guests reached 12 million, achieving a growth of 42%.
Expectations are for a strong tourism revival with the upcoming winter season.”
His Highness said: "During the cabinet meeting, we decided to issue a new law for partnership between the public and private sectors. Our goal is to create opportunities, encourage the private sector to engage in development, economic and social projects, and develop partnerships that improve the quality of public services."
His Highness Sheikh Mohammed bin Rashid Al Maktoum added: "We have approved in the Council of Ministers the temporary license for the first cargo plane in the region that operates completely with clean electric energy, and without any emissions...an important step that may contribute to changing the future of the shipping sector and its environmental impacts."
His Highness also said, "We have approved a number of international agreements, including a comprehensive partnership agreement with the Republic of Indonesia, an agreement with the Kingdom of Spain for cooperation in the fight against crime, an agreement with the International Red Cross to establish an office for them in the country, and other agreements to avoid double taxation with a number of countries." .

During the session, the Cabinet was briefed on the results and achievements of the tourism sector in the country since the beginning of this year, as the sector succeeded in achieving rates that exceeded before the Corona pandemic, and the results and indicators showed achievements during the first half of 2022, which included an increase in the contribution of tourism to the national economy. The Council agreed to prepare a federal draft law regarding the Central Bank and the regulation of financial facilities and activities, aimed at enhancing the effectiveness of the measures taken by the Central Bank regarding the facilities granted to natural persons, reducing the rate of default among customers, and ensuring that banks deal responsibly towards society and customers, in order to achieve a balance between rights And duties in the banking sector, where the law aims to protect clients of financial institutions licensed by banks and financial institutions that grant individuals loans that are not commensurate with their income, and to ensure their compliance with the instructions, directives and decisions of the Central Bank for their protection, and to reduce the phenomenon of defaulters as a result of burdening them with installments that are not commensurate with their income levels. During its session, the Council of Ministers approved the amendment of the provisions of the Federal Law regarding private health facilities, as the most important amendments include the gradation in the administrative and financial penalties applied to violating facilities, as the new law keeps pace with the remarkable development witnessed by private health facilities, and what it calls for creating a legal framework compatible with the needs of The health sector, and the penalties prescribed in the law deter the violating facilities or their employees, and at the same time maintain the continuity of activity, not affecting the services provided and disrupting the interests of community members who receive those services.
The Council approved the issuance of a federal law regarding the practice of the veterinary profession, as the most important provisions of the law include the requirements of the license applicant to practice the profession, and the establishment of a public registry in the Ministry of Climate Change and Environment to register veterinarians and those working in the veterinary paramedical professions in the state, who are licensed in the state, in coordination with the concerned authorities. .
The Council agreed to add all specialties of the medical and health sector in the country within the initiatives and programs of the competitiveness of Emirati cadres (Nafis).

New cargo planes
The Cabinet approved temporary licensing procedures for operating a new type of cargo aircraft, within the projects of the Legislation Laboratory in the General Secretariat of the Council, where the new aircraft operate with electric power and without emissions, which contributes to consolidating the advanced regulatory environment in the country and its commitment to climate neutrality (2050).
The temporary license to operate the cargo plane allows the implementation of an innovative project in the United Arab Emirates, for the first time in the region, as the project aims to achieve the efficiency of logistics and shipping services at the local levels within the country and regionally for neighboring countries, with clean energy, in a manner that achieves the requirements of alternative energy and a green environment, and is reflected in It reduces shipping costs for both the supplier and the consumer.
Emirates Youth Council
