Minister of State Khalifa Shaheen Al-Marar headed the UAE delegation to the meeting of the Ministerial Council of the League of Arab States in its 158th regular session. The session, in addition to a number of decisions concerned with issues of joint Arab action in the political, economic, social, legal, human rights, financial and administrative affairs.

The Minister of State indicated that in light of the increasing turmoil and tension in the international arena, and the increasing state of polarization and division in the international system, the UAE shares the international community's concern about the repercussions of this situation on peace, security and stability at the regional and international levels.

He said that it is necessary to reaffirm our belief in the importance of adhering to the principles and rules of international law, the Charter of the United Nations, international legality, multilateral action, respect for the principle of peaceful settlement of international disputes, respect for the sovereignty and independence of states and non-interference in their internal affairs, and the firm belief that diplomacy does not It is still the only and best way to resolve crises, and supports resorting to dialogue and negotiations as an indispensable tool for resolving existing regional and international conflicts.

He explained that the state of uncertainty and the increase in tension in the international scene multiplied the unprecedented challenges facing our Arab countries, which requires intensifying collective action and increasing the pace of coordination, cooperation and joint Arab action, and speeding up solving the crises in the region, to restore optimism and hope to Arab peoples for a future. He stressed that the challenges of recovering from the impact of the Covid-19 pandemic, the food crisis facing the world and its painful repercussions on the Arab countries, as well as climate change and water scarcity, issues of security and stability and the fight against extremism and terrorism require serious joint Arab action and innovative rational solutions.

He pointed out that it is necessary to note the positive and effective efforts made by our countries in facing these challenges, as the "Integrative Industrial Partnership" agreement between the United Arab Emirates, the Hashemite Kingdom of Jordan and the Arab Republic of Egypt constitutes a model for developing joint Arab action in addressing development requirements and challenges of negative impacts. The COVID-19 pandemic, and the leaders’ meeting at the El Alamein Summit is a prominent model in Arab coordination and consultation to confront the challenges of stability and development in the Arab region.

He added that the success of two Arab countries in hosting the conferences of the parties to the United Nations Framework Convention on Climate Change "COP27" and "COP28" is an embodiment of the Arab countries' contribution to advancing the international agenda in addressing the challenges of climate change.

The Arab Republic of Egypt's hosting of the "COP27" conference in November of this year in Sharm El-Sheikh deserves all support and coordination for the success of Egyptian efforts in this regard.

Similarly, in the UAE’s hosting of “COP28” in 2023, as we look forward to the support and participation of our Arab brothers in the success of our efforts in further progress in achieving our aspirations, as well as the international community in addressing climate change.”

The Minister of State stressed that these are examples of bright areas in joint Arab action, pushing us to achieve more achievements in this process, pointing out that the existing tensions at the international level should not forget the importance of strengthening the position and joint Arab action to push for political solutions to the ongoing crises in the Arab region.

In this regard, Al Marar reiterated the UAE’s call on Iran to “respond positively to our repeated initiatives and calls for a peaceful solution to the issue of the three occupied Emirati islands, Tunb al-Kubra, Tunb al-Sughra and Abu Musa, through direct negotiations or resorting to the International Court of Justice.”

He reiterated the UAE's firm position in supporting the establishment of a Palestinian state on the borders of June 4, 1967, with East Jerusalem as its capital, in accordance with international legitimacy resolutions, the Arab Peace Initiative and the two-state solution, and supporting all regional and international efforts to advance the peace process, leading to a just and comprehensive peace.

He affirmed the UAE's support for the role played by Egypt and Jordan to reach results that meet the aspirations of the brotherly Palestinian people and transcend existing challenges on the path to stability and peace, in order to avoid recurring the cycle of escalation, tension, violence and confrontations, and to prevent any unilateral measures.

He also stressed the need to respect the role of the sisterly Hashemite Kingdom of Jordan in caring for holy sites and endowments in accordance with international law and the existing historical situation, and not to prejudice the authority of the powers of the Jerusalem Endowment Administration and the affairs of Al-Aqsa Mosque.

He welcomed the formation of the Presidential Leadership Council, agreed upon by the Yemenis, and the continuation of the armistice, and stressed the pivotal role of the Kingdom of Saudi Arabia, the importance of achieving a comprehensive and sustainable ceasefire, and entering into a political process that leads to a permanent political solution to the Yemeni crisis.

He also stressed support for the efforts of the United Nations and its envoy to Yemen and other efforts aimed at a political solution in Yemen, and called on the international community to support adherence to the truce and to exert pressure on the Houthi terrorist militia, forcing it to abide by the terms of the truce, meet the requirements of peace and end the suffering of the brotherly Yemeni people.

In the Syrian crisis, the Minister of State stressed the importance of finding an active Arab role in efforts for a political solution, helping Syria return to its Arab environment, and rejecting regional interference in the country.

With regard to the Libyan issue, he pointed out that the UAE condemned the recent armed violence in Libya last August, and called for preserving the safety of civilians, government headquarters and property, and urged the renunciation of division, the restoration of calm and serious dialogue, and the priority of the national interest, to restore security and stability in Libya. The Minister of State also renewed the UAE's position calling for a solution through a political process led and owned by Libyans, and its full support for what preserves the security, stability and unity of Libya, and achieves the aspirations of its brotherly people for development, stability and prosperity.

He pointed out that in light of the developments that brotherly Iraq is going through, the UAE affirms its standing and solidarity with it in facing the challenges it is going through, and the state's aspiration for a stable and prosperous Iraq, and its support for everything that achieves its security, stability, territorial integrity, sovereignty and independence, and calls for non-interference in its internal affairs. .

Regarding Sudan, Al Marar made it clear that the UAE is following up on developments in the brotherly Sudan, and stressed the importance of all parties continuing the dialogue to reach a common understanding that would push the transitional stage forward. He also expressed the UAE’s sincere condolences and sympathy to our brothers in Sudan and solidarity with them as a result of Victims of the torrential rains that swept large areas in the country, stressing the UAE's confidence in Sudan's ability to overcome these conditions.

With regard to Somalia, he explained that the UAE congratulates brotherly Somalia on the formation of the new government, wishing it all success and payment to achieve prosperity and prosperity for the brotherly Somali people.

He stressed the UAE's consistent approach to continuing to work for peace, spreading tolerance, moderation and coexistence among peoples, rejecting violence, extremism and hatred, giving priority to the language of dialogue, reason, diplomacy and political solutions between countries, focusing on the human dimension, building bridges of communication and understanding, and a firm conviction of the necessity of work and coordination.
