According to Norfolk City Police, the shooting occurred near the local Alder Dominion University. When police arrived at the scene, they found seven people, including four women, with gunshot wounds.
All the injured were taken to the hospital for treatment, and two of them died of their injuries.
The cause of the shooting is not yet known, and no suspects have been arrested.
Norfolk State University said on social media that several students at the school were the victims of the shooting, including one of the deceased a sophomore at the school.
