“There is a general understanding that this decision will allow visas to be granted on an individual basis, especially for specific groups of people,” TASS quoted him as saying.

The head of European diplomacy added that EU ministers would prepare proposals on how to deal with visas already issued to Russians.

Borrell also said that the foreign ministers of 27 EU countries decided to freeze the visa facilitation agreement with Russia.

Earlier, Hungarian Foreign Minister Peter Szijjarto said that at a meeting of EU foreign ministers, it was not possible to agree on a general ban on issuing visas to Russians.
