  The "Notice" pointed out that all localities should optimize the layout of rural water supply projects in accordance with the overall urban and rural development plans and rural revitalization plans, taking the county as a unit, and comprehensively considering the rural living environment, toilet improvement, tourism, and the development of secondary and tertiary industries.

Combined with the construction of water network projects, based on the implementation of stable water source projects, the level of water source security will be improved.

In areas where conditions permit, relying on large water sources, connecting to large pipeline networks, unifying the construction and management service standards of water supply facilities, implementing the same standards, quality, management and services for urban and rural water supply, and realizing the coordinated development of urban and rural water supply.

In other areas, construct and transform rural water supply projects according to local conditions, and expand the scope of large-scale water supply services.

It is necessary to combine hydrological and meteorological forecasting information to accelerate the construction of a digital twin water supply system, gradually realize the functions of forecasting, early warning, rehearsal, and plan, and improve the automatic management and risk prevention capabilities of rural water supply.

  The "Notice" emphasizes that it is necessary to innovate the investment and financing mechanism, and use channels such as local government special bonds and relevant agriculture-related financial funds to support the construction of rural water supply projects in accordance with laws and regulations.

Adhere to two-handed efforts, give full play to the role of the market mechanism, make full use of project capital and financial credit and other supporting policies, and promote the use of infrastructure investment trust funds (REITs), government-private partnership (PPP), franchising and other models to expand investment. financing channels.

Deepen government-bank-enterprise cooperation and mobilize the enthusiasm of social capital to participate in the construction and management of rural water supply projects.

  The "Notice" requires that the proportion of the rural population served by the "14th Five-Year Plan" rural large-scale water supply project should be broken down into cities and counties, and refined to the year, to guide and supervise local areas to strengthen the preliminary work of the project, and to do a good job in project construction and management. Promote the extension of the urban water supply pipe network to the surrounding rural areas in areas where conditions permit.

The goal is that by 2025, the penetration rate of tap water in rural areas across the country will reach more than 88%, and the proportion of large-scale water supply projects covering more than 60% of the rural population.
