  At present, my country's student financial aid has formed a country where government funding is the main input, school and social funding is the supplement, free funding is the main method and paid funding is supplemented, and the object is mainly helping the poor and supporting the excellent. The characteristic student financial aid system covers 28 central government subsidized projects, and combines multiple policies of "award, aid, loan, exemption, attendance, subsidy, and reduction", with an annual funding of 150 million people and an annual funding amount of more than 260 billion yuan, providing the world with China program for student finance.

  First, the funding projects are more complete, and a funding policy system in line with national conditions has been constructed.

Over the past ten years, the state has established and implemented a pre-school education subsidy system, distributing free Chinese dictionaries to primary school students, exempting students from financially disadvantaged families such as ordinary high school file establishment and card establishment, and newly established secondary vocational national scholarships and postgraduate national scholarships, national grants, and academic scholarships. , launched the college freshmen enrollment funding project, introduced policies such as the national funding method for college students to enlist and serve in the military, and the national funding policy for direct recruitment of non-commissioned officers, which filled many gaps in the funding field.

At the same time, in full consideration of my country's economic and social development and changes in students' needs for assistance, 26 adjustments and improvements have been made to 17 national student financial aid policies for each school stage, to ensure that financial aid policies and capital investment are tilted toward the central and western regions and toward the underserved. The developed areas are inclined, the ethnic areas are inclined, and the groups with special difficulties are inclined.

  Second, the funding intensity is greater, forming a funding pattern dominated by government investment.

In the past ten years, the total amount of national student aid has exceeded 2 trillion yuan.

Among them, the total amount of financial investment funds reached 1.45 trillion yuan, accounting for 72% of the total funding; schools and society invested a total of 0.29 trillion yuan, accounting for 14% of the total funding; financial institutions issued a total of 2,700 national student loans 100 million yuan, accounting for nearly 14% of the total funding.

The annual funding amount has doubled from 132.2 billion yuan in 2012 to 266.8 billion yuan in 2021.

Financial investment has increased from 102 billion yuan in 2012 to 200.7 billion yuan in 2021, an increase of 97%.

Among them, the funds invested by the central government increased from 62.8 billion yuan in 2012 to 123.8 billion yuan in 2021, an increase of 97%.

Financial support has continued to increase, forming a funding pattern in which government investment is the mainstay, and schools and social funds are important supplements.

  Third, the funding standard is higher, which improves the living standard of the assisted students.

Over the past ten years, the Ministry of Education and the Ministry of Finance have established a dynamic adjustment mechanism for funding standards in accordance with economic and social development and poverty alleviation requirements, and gradually raised the funding standards for each school stage.

During the compulsory education stage, the nutritious meal subsidy standard for rural compulsory education students has been raised twice, from 3 yuan per day to 5 yuan per student, and gradually realize the transition from "eating well" to "eating well".

At the high school stage, the national bursary standard for ordinary high schools and secondary vocational schools will be raised from an average of 1,500 yuan per student to 2,000 yuan per year.

At the stage of higher education, the national bursary standard for doctoral students has been raised by 3,000 yuan; the national bursary standard for undergraduate and junior college students has been raised from an average of 3,000 yuan to 3,300 yuan per student per year; the national student loan amount has been increased from no more than 6,000 yuan per student per year to 12,000 yuan for undergraduates and 16,000 yuan for graduate students, and correspondingly raise the compensation standard for grass-roots employment and military service loans.

  Fourth, the scope of funding is wider, and the full coverage of students from families with financial difficulties has been achieved.

Over the past ten years, the policy of "two exemptions and one subsidy" for urban and rural compulsory education has been fully implemented, and the scope of "one subsidy" has been expanded from boarding students from families with financial difficulties to non-boarding students. The coverage of tuition fees, national inspirational scholarships for higher vocational colleges and national grants, increase the number of national scholarships for undergraduates, improve the education subsidy policy for retired soldiers, and recruit graduate students from various training units such as preparatory students and scientific research institutes. Full-time students are all covered by the higher education student financial aid policy.
