回顾世界近代史，“国强必霸”似乎是现代化难以摆脱的一道魔咒，西方大国的发家史就是一部后发国家的血泪史，给世界带来了无尽灾难。21世纪的今天，向着现代化强国迈进的中国将如何与世界相处，引起各方广泛关注，被视为本世纪国际关系的最重要课题。
“什么是当今世界的潮流？答案只有一个，那就是和平、发展、合作、共赢。中国不认同‘国强必霸’的陈旧逻辑。当今世界，殖民主义、霸权主义的老路还能走得通吗？答案是否定的。不仅走不通，而且一定会碰得头破血流。只有和平发展道路可以走得通。所以，中国将坚定不移走和平发展道路。”赓续中华民族和合文化和大同理想，把握国际秩序和时代潮流的深刻变化，新时代中国对各国关切的“中国之问”给出坚定回答。
党的十八大以来，习近平总书记提出推动构建人类命运共同体、建设新型国际关系、弘扬全人类共同价值等重大理念，提出共建“一带一路”重大倡议，始终在中国与世界各国良性互动、互利共赢中擘画与推进中国式现代化事业，坚信“世界好，中国才能好；中国好，世界才更好”。
今天，历史长河卷起新的汹涌波涛，地缘紧张、经济低迷、发展分化、疫情蔓延等全球性挑战交织显现，国际社会对中国作用的期待更加强烈。
——“去年，我在联合国大会上提出全球发展倡议，呼吁国际社会关注发展中国家面临的紧迫问题。这个倡议是向全世界开放的公共产品，旨在对接联合国2030年可持续发展议程，推动全球共同发展。中国愿同各方携手合作，共同推进倡议落地，努力不让任何一个国家掉队。”
疫情严重冲击世界经济复苏，造成南北发展鸿沟拉大，发展合作动能减弱。直面这一突出挑战，全球发展倡议推动国际社会聚焦发展问题，加大国际发展合作投入，重振全球发展伙伴关系。
紧密结合广大发展中国家需求，全球发展倡议重点推进减贫、粮食安全、抗疫和疫苗、发展筹资、气候变化和绿色发展、工业化、数字经济、互联互通等领域合作，为破解发展不平衡不充分提供了“路线图”，为推进联合国2030年可持续发展议程提供了“加速器”。
聚焦共识，切中肯綮，应者云集。
全球发展倡议一经提出就得到国际社会积极响应，被写入多份国际会议成果文件、联合声明及中国同有关国家双边合作文件，100多个国家和包括联合国在内的多个国际组织对倡议表达积极支持。联合国秘书长古特雷斯指出，全球发展倡议对促进全球平等和平衡可持续发展具有重要积极意义，联合国完全支持，愿同中方就此加强合作。
今年6月，全球发展高层对话会成功举行，标志着全球发展倡议开始落地生根。创设“全球发展和南南合作基金”、加大对中国—联合国和平与发展基金的投入、成立全球发展促进中心、建立全球发展知识网络……习近平主席在对话会上就落实全球发展倡议宣布一系列务实举措。
中国提供的国际公共产品之所以广受欢迎，不仅是因为理念科学先进，更在于高度重视执行落地，与一些国家口惠而实不至的做法形成鲜明对比。阿尔巴尼亚全球化研究所执行主任马塞拉·穆萨贝卢的评价很有代表性：“全球发展倡议是一个以行动为导向的倡议……它将鼓励不同国家加强合作，包括推进南南合作以实现共同发展。”
——“前不久，我提出全球安全倡议，倡导坚持共同、综合、合作、可持续的安全观，立足人类是不可分割的安全共同体，走出一条对话而不对抗、结伴而不结盟、共赢而非零和的新型安全之路。”
冷战思维、阵营对抗、强权政治抬头，严重威胁世界和平与安全。乌克兰危机的爆发，让本来就充满不确定性的国际局势变得更加复杂动荡，和平与发展的时代主题面临着严峻挑战。
解决问题的方案，不可能是曾经制造问题的旧思维。全球安全倡议直面世界之变，摒弃零和博弈、阵营对抗的过时观念，在坚持共同、综合、合作、可持续的安全观基础上，进一步推动构建均衡、有效、可持续的安全架构，为消弭国际冲突根源、实现世界长治久安提供了新方向。
凡益之道，与时偕行，八方响应。
印尼总统佐科访华，中印尼两国元首会晤联合新闻声明写道：“双方将致力于强化多边主义。印尼重视全球安全倡议，愿同中方共同通过对话和外交途径维护和平与稳定。”
巴基斯坦总理夏巴兹强调：“全球发展倡议和全球安全倡议契合国际社会普遍期待，必将为地区和世界和平稳定与发展繁荣发挥重要作用。”
德国外交部国务秘书米夏埃利斯表示：“德方高度关注中方提出的全球安全倡议，愿同中方携手努力，共同应对全球性挑战”……
风急浪高之时，更当和衷共济。当前，世界百年未有之大变局加速演进，世界之变、时代之变、历史之变的特征更加明显。关键时刻，中国致力于引领各国团结合作、共渡难关，让国际社会清楚看到，究竟谁才是推动历史进步的正义力量。
(六)“中国共产党具有无比坚强的领导力、组织力、执行力”
在变乱交织的国际形势下，审视中国式现代化实现的跨越，更显极不寻常、极不平凡。
2021年2月20日，党史学习教育动员大会在北京召开。特殊历史节点，回首峥嵘岁月，习近平总书记的话语振奋人心：“当今世界，要说哪个政党、哪个国家、哪个民族能够自信的话，那中国共产党、中华人民共和国、中华民族是最有理由自信的！”
10年奋进，10年辉煌，中华民族迎来了从站起来、富起来到强起来的伟大飞跃，实现中华民族伟大复兴进入了不可逆转的历史进程，这是今日“中国自信”的底气所在。
相较于一些国家陷于政治失序、经济低迷、社会纷乱，中国式现代化展现出的确定性更显不易。正因为此，“向东看”渐成国际潮流，解码“中国之治”成为全球热门话题。
——“江山就是人民，人民就是江山。”
近年来，与中国共产党民意支持率相关的调查研究频频见诸国际媒体报道。
哈佛大学的民调显示，中国民众对党和政府的支持率长期保持在90%以上。全球知名公关咨询公司爱德曼发布的报告显示，2021年中国民众对政府信任度高达91%，蝉联全球第一。
突如其来的新冠肺炎疫情，对于任何一个国家都是一场治理能力大考。中国统筹经济发展和疫情防控取得世界上最好的成果。解读中国成功经验时，“信任”成为关键词。
亲历武汉抗疫过程的黎巴嫩友人阿德汉·赛义德撰写了《坚定——一个外国人的武汉日记》一书，与世界分享自己的亲身观察：“疫情已经持续两年多，为什么中国人民能始终坚持团结抗疫？因为他们信任中国党和政府。”德国《每日镜报》的文章指出，中国人民对中央政府的危机管理充满信心，所以中国政府采取的措施能快速产生效果。
人心向背是最大的政治。如何得到人民的支持，是各国执政党面临的永恒课题。中国共产党交出的优异答卷，诠释了一个人民政党的生命力。正是因为始终得到人民的拥护和支持，中国共产党才能在中华大地上创造人间奇迹。
——“中国特色社会主义有很多特点和特征，但最本质的特征是坚持中国共产党领导。”
战疫情、斗洪峰，反贫困、建小康，稳经济、促发展，化危机、应变局……10年来，中国共产党带领中国人民不畏风险、勇毅前行。“事实充分证明，中国共产党具有无比坚强的领导力、组织力、执行力，是团结带领人民攻坚克难、开拓前进最可靠的领导力量。”习近平总书记的铿锵话语，道出世界的共同感受。
今天，为了近距离观察世界第一大党，越来越多外国代表团前往中国基层一线调研，越来越多国际观察人士将视线聚焦普通中国共产党党员。
2020年9月22日，拉美16个国家70多个政党和政党组织的200余位领导人收看了一场特殊的全球直播——以“决战脱贫攻坚”为主题的贵州惠水县委常委会会议。巴拿马民革党总书记冈萨雷斯在观看会议就当地佛手瓜产销问题进行科学决策的整个过程后，对媒体坦言“这是非常生动的一课”，帮助他找到了中国取得巨大成就的原因。
美国库恩基金会主席罗伯特·库恩把中国扶贫工作称为“21世纪最伟大的世界故事之一”。他说：“最让我感动的是那些默默奉献的年轻党员干部，他们可能原本在省会城市工作，在各自岗位上正崭露头角，但却选择到偏远村庄工作，目标就是帮助贫困村民脱贫。”
“拥有坚强意志”“崇尚无私奉献”“对事业充满信念”……国际视线里，中国共产党的形象正变得更加具体多元。
“自我革命”，世界读懂新时代中国共产党的另一个关键词。10年来，中国共产党推进全面从严治党的坚定决心、顽强意志、有力行动，即使在整部人类政治史上也属罕见。有国际媒体在评论新时代中国反腐成绩时写道，这是“足以同在中国这样一个世界上人口最多的国家解决温饱问题、极大消除贫困相提并论的一个巨大贡献”。
——“我们靠团结奋斗创造了辉煌历史，还要靠团结奋斗开辟美好未来。”
孙中山先生的《建国方略》被称为近代中国谋求现代化的第一份蓝图。2020年10月，正在广东考察的习近平总书记走进汕头开埠文化陈列馆，在《建国方略》相关规划图前驻足凝视，感慨地说：“只有我们中国共产党人实现了。”
百年巨变，沧海桑田。今天，中华民族正阔步走在通向现代化强国梦想的康庄大道上，前所未有地接近实现复兴目标。回看走过的路、比较别人的路、远眺前行的路，中国人民有充分的理由昂扬振奋，也有充分的理由憧憬未来。
伟大的时代之所以伟大，就在于它为身处其中的每一个人都提供了追求梦想、实现梦想的无限机遇。今日之中国，正是一个洋溢着“未来感”的国度。为明天打拼、为梦想奋斗，“一起向未来”的社会心态是民心民意的真实写照，折射出人民对国家前景的高度信心。
在与中国年轻人的交流中，保加利亚共产党中央委员会第一书记阿列克桑达尔·帕乌诺夫感受到中国人民对美好生活的热切向往。他说，“在中国共产党带领下，中国人民积极投身经济社会建设的大潮，我想这就是中国发展奇迹的秘诀。”
“黄金时代，不在我们背后，乃在我们面前；不在过去，乃在将来。”
2022，一个注定被历史标注的特殊年份。即将召开的党的二十大，将对全面建成社会主义现代化强国两步走战略安排进行宏观展望，重点部署未来5年的战略任务和重大举措。
其作始也简，其将毕也必巨。当我国成为世界上第一个不是走资本主义道路，而是走社会主义道路成功建成的现代化强国时，我们党领导人民在中国进行的伟大社会革命将更加充分地展示出其世界意义、历史意义。
