China News Service, Beijing, August 29. "Currently, global climate change has changed from a future challenge to an immediate crisis." The second high-level forum on "Common Action to Help Carbon Neutrality" was held in Beijing a few days ago. China's special envoy for climate change Xie Zhenhua Say it on the forum.

The forum is jointly sponsored by the International Cooperation Center of the National Development and Reform Commission, the Environmental and Economic Policy Research Center of the Ministry of Ecology and Environment, and the Guanghua School of Management of Peking University.

At the meeting, guests from China, Indonesia, South Africa and other countries shared their practices, exchanged experiences, and explored sustainable development paths for developing countries to jointly address climate change.

Xie Zhenhua said that in the face of the challenge of global climate change, no country can stay out of the way and be alone. Adhering to multilateralism and win-win cooperation is the only choice.

He pointed out that it is necessary to promote all parties to combine current development with long-term transformation, establish a fair and reasonable global climate governance system with win-win cooperation, and join hands to embark on the path of green, low-carbon, transformation, innovation and sustainable development, and build the destiny of mankind. community.

"China has always made its own contribution to the global response to climate change with concrete actions." Xie Zhenhua said that in 2020, China's carbon dioxide emissions per unit of GDP will be reduced by 48.4% compared with 2005, exceeding its commitment to addressing climate change. The action target is equivalent to reducing carbon dioxide emissions by about 5.79 billion tons.

The energy structure was further optimized. The proportion of coal in primary energy decreased from 72% to 56%, and the proportion of non-fossil energy in primary energy increased from 7.4% to 15.9%.

He mentioned that the world is currently facing multiple challenges such as the conflict between Russia and Ukraine, and the instability of the economy, finance, energy, food, industrial chain and supply chain. Some countries' climate policies have seen some swings. Continue to promote carbon peaking and carbon neutrality in accordance with the established target direction.

"Regardless of whether other countries' climate policies are repeated or not, we will adhere to the implementation of the Paris Agreement, continue to take strong policies and actions, and work with all parties to advance the multilateral process of addressing climate change. Other developing countries provide assistance within their capacity and continue to be important participants, contributors and leaders in global climate governance." Xie Zhenhua said.

Zhou Haoli, Indonesian Ambassador to China, said that Indonesia has made commitments to reduce carbon emissions, and the Indonesian government has ratified the Paris Agreement in 2016.

Indonesia has also formulated the "2020-2024 Medium-Term Development Plan", which mentions issues such as strengthening environmental construction and improving resilience to natural disasters and climate change.

Under the challenge of the epidemic, Indonesia has found a driving force for continuous progress through low-carbon development, including building renewable energy, standardizing waste management, and developing green industrial zones.

In addition, Zhou Haoli mentioned that, as the current presidency of the Group of Twenty (G20), Indonesia will take the energy transition issue as one of the three priorities of the G20.

This year's G20 summit is expected to bring all member states together to discuss carbon emissions reductions, advance plans to cut investment in coal-fired power plants, and further support the transition and transition to green energy.

"Currently, southern Africa is experiencing a variety of extreme weather events," said Xie Shengwen, South Africa's ambassador to China. These extreme weather events have caused widespread damage, destroyed infrastructure, and lost people.

As a developing country, it has insufficient funds to adapt to global climate change. At the same time, the epidemic has further consumed limited national resources, and developed countries have also failed to fulfill their funding obligations.

Xie Shengwen said that South Africa is committed to addressing climate change based on the principles of science and fairness and achieving the goal of carbon neutrality by 2050.

The South African government proposed in its nationally determined contribution target that by 2030, greenhouse gas emissions should be controlled at 398-440 million tons.

To decarbonize, South Africa is also developing a power sector investment plan, such as the 2019 South African Resource Plan, a green transport strategy, and the recently implemented carbon tax.

"Our strategy not only focuses on the energy and transportation sectors, but also includes emission reductions in industry and other sectors, such as in agriculture, forestry and land use." Xie Shengwen said that climate change is a global issue that requires collective action to achieve carbon emissions Neutralization, taking coordinated action, will ultimately lead to victory.
