It was in April last year that the administrative court sentenced the 15-year-old to compulsory care.

The Social Committee in Gothenburg said that the 15-year-old suffered "a significant risk of being harmed through the abuse of addictive substances, criminal activity and socially destructive behaviour".

The State Board of Institutions, Sis, conducts individually adapted compulsory care and implements closed youth care.

The 15-year-old's public counsel in court considered that his client needed compulsory care "but with the proviso that the care should not be given in a Sis home.", according to the judgment in the administrative court.

- I thought the risk was great for the boy to be exposed to the influence of other fellow inmates in a Sis home.

I advocated instead that he should be in a family home.

He himself just wanted to go home to his mother, says Olle Palmgren, public assistant to the 15-year-old in last year's hearing in the administrative court, to SVT.

"Can't comment"

The administrative court cannot decide the placement of a child, only decide whether it will be cared for according to LVU or not.

After the verdict, the Social Committee in Gothenburg decided to place the boy in a Sis home in Western Sweden.

Catharina Gabrielsson, head of the department for children and young people at the social administration in the city of Gothenburg, writes in an email to SVT Nyheter Skåne:

"We cannot comment on how we made our assessment in the individual case, but generally there are several factors that come into play... It is about the wishes of the guardians, the wishes of the child, our knowledge of the child, what care needs the child has".

Made a "good impression"

After the administrative court's ruling, Olle Palmgren has had no contact with the boy.

He was surprised when he realized that it is his former client who has now confessed and is suspected of the weekend's murder at Emporia in Malmö.



- I was actually shocked.

I got a very good impression of him.

It's not often I get that in these contexts.

He was very polite and answered all my questions, says Olle Palmgren.

Sentenced to compulsory care

The 15-year-old has confessed to murdering a 31-year-old man at the Emporia shopping center in Malmö this weekend.

In connection with the shooting, a woman passing by was also shot.



According to the administrative court's ruling, the boy's mother also believed that the care of her son needed to be given by force.



The verdict was never appealed.
