Protect the rights of persons with disabilities in accordance with the law and promote the development of the cause of persons with disabilities in the track of the rule of law

  The Convention on the Rights of Persons with Disabilities, adopted by the United Nations General Assembly in December 2006, is the first international legal instrument to systematically protect the rights of persons with disabilities.

The Standing Committee of the National People's Congress of China ratified the Convention in June 2008, and in September of the same year, the Convention officially entered into force in China.

In 2010, the Chinese government submitted its first report on the implementation of the Convention, which was successfully approved by the UN Committee on the Rights of Persons with Disabilities in September 2012.

  According to the China Disabled Persons' Federation, as of 2020, China has more than 90 laws and 70 administrative regulations directly related to the protection of the rights and interests of persons with disabilities.

By 2021, nearly 5,500 legal aid work coordination agencies and legal aid workstations for persons with disabilities have been established nationwide to promote the healthy development of the cause of persons with disabilities on the basis of the rule of law.

The participation rate of basic old-age insurance for the disabled in urban and rural areas exceeds 90%, and the participation rate of basic medical insurance reaches 95%.

As of 2020, 1,753 cities and counties across the country have carried out barrier-free construction, and a total of 469 barrier-free cities, counties, villages and towns have been created.

From 2016 to 2020, a total of 650,000 impoverished and severely disabled families across the country received barrier-free reconstruction.

As of 2019, 2,341 comprehensive service facilities for persons with disabilities at all levels, 1,006 rehabilitation facilities and 887 care service facilities have been built nationwide.
