The article says that the West has long been trying to prevent countries like Iran and North Korea from getting advanced powerful weapons.

At the same time, the author believes that Putin, by his statement, made it clear that Russia is ready to supply these and other countries with weapons that may pose a threat to the West.

The publication also claims that the West may regard as a provocation the supply of modern weapons by Russia to some of the countries.
