In the appeal, the legislator noted that over the past few years, the use of electric scooters and other electric means of individual mobility has become widespread in large Russian cities.

This phenomenon, in his opinion, requires the development of new rules aimed at ensuring the safety of all road users.

According to media reports, accidents involving electric scooters often occur at the time of crossing unregulated pedestrian crossings that are not equipped with traffic lights, Khamzaev noted.

Drivers of cars are obliged to make sure that there are no pedestrians crossing the road or planning to start moving.

However, they cannot always predict that an electric scooter is moving towards the crossing at a speed of 20–25 km/h 30 meters from the crossing (possibly in a blind zone for the driver), which will appear on the roadway in a few seconds and create a risk of an accident, the deputy emphasized. .

“In this regard, I ask you to support the initiative to establish a speed limit of up to 5 km / h for electric scooters and other means of individual mobility along a 30-meter pedestrian zone preceding unregulated pedestrian crossings,” the text of the appeal says.

Earlier, the State Duma proposed limiting the use of phones by couriers on electric scooters.
