  Several members of the rural revitalization work team in a certain province in South China said that sometimes they would go to the town to hold three or four meetings a day, and when they came back, they had to communicate and make arrangements to the cadres of the two village committees.

The above requires that "everything has feedback and everything has a response", so it is necessary to leave traces of work, and timely reporting of various materials has become the main task.

  Grass-roots cadres reported that some higher-level departments visited villages only to check files and materials. Even if they entered households, they mainly checked the publicity materials posted at villagers’ homes.

In order to cope with the work, village cadres can only repeatedly make materials, go to the door to hang signs or post lists.

"Producing materials, hanging signs, and posting lists has become an important manifestation of the quality of grass-roots work." A village secretary said.

There are many brands and “empty shell societies” in the village

Many signs are just hanging up, and no related work has been carried out.

Some units also require a separate office in the village, but usually no one goes to work.

  Some rural cooperatives are also mere formalities and become "shell cooperatives".

The village cadres reported that some cooperatives lacked the ability to drive and innovate, lack local talents who understand business operations and management skills, and lack of funding sources. There have been a number of "four no" cooperatives, that is, no actual business activities, no actual members, and no actual business premises. , No economic benefits.

  In the past, some parts of the southwest required administrative villages to build joint-stock economic cooperatives, and explored the development model of "unity of villages and communities". This was fully implemented without taking into account the differences in the economy, resources, and organizational conditions of each village, and some empty shell cooperatives also appeared.

  Some grass-roots cadres said that "there are thousands of threads above and a needle below." There are a lot of large and small tasks and tasks implemented in the village, such as consolidating the achievements of poverty alleviation, improving the living environment, and reforming the rural property rights system. To meet the inspection, it is necessary to fill in the forms and deal with a large number of village affairs. Some work will inevitably go through the motions.

  In 2020, a province in East China deployed a campaign to develop the collective economy of low-income villages, requiring the basic elimination of 562 low-income villages with a village-level collective economic operating income of less than 180,000 yuan.

A township cadre said that of the 21 villages in the town, 11 villages did not reach the goal and could only rely on poverty alleviation funds to spread the funds. The villages with better economy also helped to carry out "asset sharing".
