On August 10, Foreign Ministry spokesman Wang Wenbin hosted a regular press conference.

A reporter asked questions about US President Biden's official signing of the "Chip and Science Act".

Wang Wenbin: The competent Chinese authorities have made clear their position on the relevant bills. Organizations such as the China Council for the Promotion of International Trade and the China Chamber of International Commerce have also issued statements to oppose the relevant US bills to interfere improperly and restrict the economic, trade and investment cooperation of the global business community.

The US bill claims to be aimed at enhancing the competitiveness of US technology and the chip industry, but it provides huge subsidies to the US domestic chip industry and implements differentiated industrial support policies, including some restrictions on the normal investment and economic and trade activities of relevant companies in China. The terms of normal technology cooperation between China and the United States will distort the global semiconductor supply chain and disrupt international trade.

China firmly opposes this.

The so-called "protective measures" of the law have strong geopolitical overtones and are another example of the United States engaging in economic coercion.

How the U.S. develops itself is up to the U.S., but it should comply with the relevant WTO rules, comply with the principles of openness, transparency and non-discrimination, and help maintain the security and stability of the global industrial chain and supply chain. It should not harm China's legitimate development rights and interests.

Sino-US economic, trade and scientific and technological cooperation is conducive to the common interests of both sides and the common progress of mankind, and "decoupling" of restrictions will only harm others.

What I want to stress is that China insists on putting the development of the country and the nation on the basis of its own strength, and any restrictions and suppression cannot stop China's technological development and industrial progress.
