In the case of 14-year-old Ayleen A., the question arises more and more as to whether the investigative authorities, courts, probation service and psychiatric department misjudged the alleged perpetrator Jan P.

According to information from the FAZ, the 29-year-old suspect from Waldsolms sexually molested many more young girls than previously known - even during the time he was under surveillance through the program for sex offenders at risk of recidivism.

Initially, three other cases had become known that occurred between the end of March and the end of April this year - at a time when the supervision of conduct had already ended.

As it turns out, however, there are numerous other cases.

The young man showed delinquent behavior even before January 25, 2022 - when the supervision of conduct still existed.

These cases of sexual assault were also noted in Wetzlar police files.

For example, Jan P. repeatedly followed girls and touched them immorally in public.

According to what has been reconstructed so far, the cases were processed more or less quickly by the police, but in most cases the judiciary apparently dropped them later.

How many other sexual assaults it is exactly is unclear.

As reported, Jan P. also attracted attention with numerous property and traffic offenses.

Overall, it is said, the number of all known offenses amounts to "many dozen".

It is also unclear whether the probation service found out about the crimes and also how these assaults can be explained, although Jan P. was still being treated with drugs by the psychiatric clinic in Haina while he was being supervised.

At least as far as the police investigation is concerned, the files are now being processed in order to obtain an overview of the omissions that have occurred.

The Hessian State Criminal Police Office (LKA) is currently making up for what has not happened so far: the cases, no matter where they were reported, are brought together and analyzed - according to a perpetrator-oriented approach.

The LKA did not want to comment further on request.

However, the authority has heard that the will to get an overview of all the crimes that can be attributed to Jan P. is immense.

One should not make the mistake of not learning from the omissions.

They would have to be worked through – with the aim of improving the structures in the end.

Networking of the authorities is not sufficient

"Structures" means above all the question of how to work towards shortening reporting channels.

To put it more concretely: that police departments contact the public prosecutor's office and thus the courts earlier with the aim of protecting society from sex offenders again as quickly as possible if they have become conspicuous again.

The Interior Ministry announced on Thursday that it would work with the Justice Department to closely examine the programs for recidivist sex offenders and for repeat and frequent offenders - together with the question of where improvements can be made, a spokesman says.

The process has already been initiated and will be "continued intensively" - with the aim of preventing tragic cases like that of Ayleen in the future.

According to reports, the evaluation so far has shown above all that the networking of the individual authorities has not worked sufficiently.

The police in Wetzlar informed the public prosecutor's office there early on after sexual assaults on schoolgirls had occurred.

Only about a month later, however, essential information was abducted to the police in Friedberg after another crime - although, as reported, there was a complaint about sexual harassment of a 17-year-old schoolgirl.

The Wetzlar cases were known in Friedberg because they could be viewed in the system.

Nevertheless, the Gießen public prosecutor's office was not informed.
