But the call to deny visas to all Russian citizens is being criticized by human rights activists.

Martin Uggla, chairman of the Eastern Group for Democracy and Human Rights, believes that it is problematic because it is a matter of collective punishment.

- It affects those who are not responsible for the war in Ukraine and blocks a possible way out for those who are persecuted by the Russian regime, he says.

- The consequence is that you isolate the Russian people and I have not seen examples where that strategy has been successful.

An example is North Korea, it has not helped the people to rise up against the regime.

Finland can stop tourists

Estonia, Latvia and Lithuania have already decided to no longer issue tourist visas to Russian citizens.

The proposal is also being discussed in Finland, after Russian tourism to the country increased rapidly in mid-July. 

- As I see it, this must be limited.

It is not right that while Russia is waging war in Europe, the country's own citizens can travel freely as tourists, says Finnish Prime Minister Sanna Marin.

Sweden has not yet taken a position on Zelensky's call.
