  Zhang Jun said that the latest report of the Secretary-General shows that the current international counter-terrorism situation is still grim.

The "Islamic State" is still launching terrorist attacks to try to revive its influence, and it is constantly infiltrating into Africa, taking advantage of the turbulent political and security situation and the intensification of economic and social conflicts due to the new crown epidemic to incite dissatisfaction and recruit personnel.

A large number of foreign terrorist fighters have been staying in conflict areas for a long time, which has increasingly become a huge security risk.

In light of the ever-evolving counter-terrorism situation, we must summarize and reflect on experience and lessons, enhance the capabilities of all countries, and effectively contain and combat the threat of global terrorism.

He made four points:

  First, counter-terrorism requires comprehensive measures to address both the symptoms and the root causes.

Counter-terrorism efforts should focus on taking comprehensive political, economic, and judicial measures to eliminate the root causes of terrorism and curb the ability of terrorist organizations to launch attacks and recruit new members.

International counter-terrorism cooperation should focus on addressing such problems as terrorists' misuse of the Internet and emerging technologies, diversification of terrorist financing, and the convergence of terrorist extremism and transnational organized crime, and support countries to strengthen information sharing and experience exchanges, and carry out judicial cooperation.

A large number of foreign terrorist fighters have been stranded in Syria, Iraq and other countries for a long time, and a solution should be formed as soon as possible for their repatriation.

We must attach importance to strengthening youth education and employment, and prevent youth from being instigated by violent extremist ideology.

  Second, we must vigorously promote the building of counter-terrorism capabilities, focusing on helping developing countries, especially African countries, to improve their counter-terrorism capabilities.

UN counter-terrorism agencies such as the UN Security Council Counter-Terrorism Committee should optimize the allocation of resources, focus their work and resources on counter-terrorism capacity building in light of the needs of various countries, and support developing countries in improving their counter-terrorism capabilities at the legislative, judicial, and law enforcement levels, and enhance the effectiveness of counter-terrorism preventive actions.

The Secretary-General's report shows that two of the three most active regional networks of ISIS are in Africa.

When countries outside the region adjust their deployment of military forces in Africa, they should avoid creating a security vacuum, strengthen communication and coordination with African countries, and discuss how to solve the logistical, financial and capacity-building challenges faced by African counter-terrorism operations under the framework of the United Nations.

  Third, the fight against terrorism must abandon double standards.

Terrorists are neither good nor bad.

To counter terrorism, geopolitical considerations and ideological prejudices must be put aside.

All countries are obliged to strictly implement relevant sanctions against terrorist organizations and individuals identified by the Security Council.

Selective counter-terrorism, connivance and even use of terrorist organizations to seek geopolitical interests, and instrumentalization of counter-terrorism have seriously undermined the effectiveness of international counter-terrorism cooperation.

The international community should pay equal attention to terrorist attacks in various places.

Since the sudden withdrawal of foreign troops in Afghanistan, the spillover effects of domestic terrorist forces on regional security have continued to emerge.

The recent terrorist attacks carried out by the "Islamic State" in Afghanistan are a cause for concern.

The international community should continue to pay attention to and fight against the "Islamic State", "Al Qaeda", "East Turkistan Islamic Movement" and other continuously active terrorist forces.

  Fourth, counter-terrorism operations must abide by international law and respect the sovereignty of all countries.

China supports all countries in conducting international counter-terrorism cooperation on the basis of equality and mutual respect. At the same time, counter-terrorism operations should follow the purposes and principles of the UN Charter.

Through armed strikes, targeted removal of terrorists must not damage the sovereignty and territorial integrity of relevant countries.

The counter-terrorism practice of the international community for more than 20 years shows that we cannot rely solely on military means to counter terrorism.

In fact, military intervention in the name of counter-terrorism is a blatant violation of the sovereignty and territorial integrity of other countries. It will only cause greater disasters, harm innocent civilians, and even provide a breeding ground for terrorist forces to grow and spread.
