China News Agency, United Nations, August 8 (Reporter Wang Fan) The UN Security Council held an open debate on the 8th, focusing on the capacity building of African countries.

Zhang Jun, Permanent Representative of China to the United Nations, presided over the meeting and made a speech at the meeting to put forward China's four propositions.

The open debate on the theme of "Peace and Security in Africa: Strengthening Capacity Building to Achieve Lasting Peace" was initiated by China, the rotating presidency of the Security Council this month.

On the same day, African Union Political Affairs and Peace and Security Commissioner Ade Oye, United Nations Under-Secretary-General Duarte, and Chairman of the United Nations Peacebuilding Commission Muhit gave briefings on issues such as cooperation between the African Union and the United Nations and the challenges faced by African countries in capacity building. Share cases and opinions.

Zhang Jun said in his speech that in the face of the unjust and unreasonable international political and economic order and various global crises and risks, African countries have been passively suffering collateral damage for a long time, and even become the main victims of extra-regional geopolitical conflicts. Progress has been repeatedly interrupted and hard-won development gains have been reversed.

The Security Council needs to reflect deeply on whether the international community has grasped the root causes in helping Africa strive for lasting peace?

Has it met the real needs of African countries?

Zhang Jun said that China and Africa have always supported each other and shared a common destiny.

As a developing country, I empathize with Africa's experiences and needs.

Combining our thoughts on China's own development, China-Africa cooperation experience and lessons from international history, we believe that to help Africa achieve long-term stability, we must continue to increase investment. Immunity to external shocks.

In this regard, capacity building is the most critical link.

In this regard, Zhang Jun put forward four propositions from the Chinese side: First, we must support African countries in strengthening their governance capabilities.

Second, we need to support African countries in enhancing the capacity of security departments to perform their duties.

Third, we must support African countries in improving their sustainable development capabilities.

Fourth, we must support African countries in cultivating and expanding their talent teams.

Zhang Jun emphasized that in maintaining peace and security, African governments are the representatives of their own people, the most important action subject, and the core force for coping with conflict crises, promoting development and reconstruction, and uniting social unity.

Strengthening government governance capacity should stick to the right direction and respect the development path and social system independently chosen by the people of all countries.

For post-conflict countries, advancing political transition, preparing for and holding elections is only the first step, and it is even more important to do a good job of all-round post-election work.

It is necessary to support the newly established government in exercising state power, and help the new government to establish itself as soon as possible and gradually improve it, instead of blindly accusing and nitpicking, let alone engaging in "democratic transformation" and applying pressure and sanctions at every turn.

Zhang Jun said that the African continent is facing multiple challenges such as economy, finance, food and energy, which is related to the current international turmoil, and the deeper reason is the unjust and unreasonable international economic order.

African countries are restricted to the lower end of the global industrial chain and do not have sufficient resources and capabilities to withstand risks.

It is the responsibility of the international community to support Africa and help Africa advance its industrialization, accelerate the modernization of its infrastructure, achieve financial independence, and enhance its economic self-reliance.

Developed countries should fulfill their climate financing commitments as soon as possible and make up for Africa's historical debt.

Zhang Jun said that Secretary-General Guterres called Africa the "source of hope" for the world, which China highly agrees with.

World peace and development are inseparable from Africa, and greater progress in Africa will bring more hope and light to the world.

It is the common responsibility of the international community to help Africa enhance its capacity building.

No matter how the international situation changes, we should keep paying attention to and investing in Africa, and we cannot ignore Africa and marginalize African issues because of other issues.
